In recent years,the practice of the supply-side reform of the housing market in the compensation for demolition and resettlement has pushed monetary resettlement to a climax.Since the implementation of the monetary resettlement policy,the monetary resettlement ratio of all provinces after land acquisition and demolition has reached more than 50% in the past two years(2016-2017).Market-oriented monetary resettlement has solved the problem of the resettlement system integrating to market economy of the requisitioned group,greatly improving the speed of land acquisition and making great contributions to the rapid economic development.However,However,with the implementation of monetary resettlement in the country in the past few years,new social problems have followed.Compared with urban relocated households,the cultural level of the relocated households on the collective land is relatively low,so as their asset management ability.Therefore,the huge amount of demolition funds brought by the monetary resettlement policy can not only be invalidly utilized,but may even lead them to return to the poverty crisis,which cannot meet their basic housing needs and achieve sustainable development after losing their house.In terms of that,the effect of monetary resettlement policy on the resettlement of self-purchasing houses by relocated households is not known.In order to better improve the compensation policy for demolition and resettlement,guarantee the housing demand of the relocated households and promote their sustainable development,this paper will carry out the research on the influence of the willingness of the relocated households under the monetary resettlement policy,with a view to propose policy recommendations with reference value.Based on the behavioral economics theory and consumer behavior theory,this paper studies the influence of the willingness of the relocated households under the monetary resettlement policy from two aspects of subjective psychological characteristics and objective residential property cognition.Firstly,it reviews related research literatures on prospect theory,psychological account theory,house purchasing behavior theory,demolition and resettlement compensation theory,and willingness to purchase houses.Secondly,according to the literature review and investigation results,the influencing factors are selected,and the theoretical model of the influencing factors of household purchasing willingness under the monetary resettlement policy is established by using the prospect theory explanation framework.The model includes I.)the influence of subjective psychological accounts and objective residential property preferences on the willingness of the relocated households to purchase houses;II.)The influence of subjective loss aversion and objective residential property preference on the willingness of relocated households to purchase houses quickly.Based on this,the research hypothesis is proposed.After pre-investigation and verification of the questionnaire design,9 relocated urban villages in Hangzhou were selected as formal research area.400 questionnaires were distributed,and 325 valid questionnaires were returned.The statistical software SPSS21.0 is used to perform the reliability and validity test,factor analysis and regression analysis on the collected data to verify the research hypothesis.The results show that I.)The psychological accounts of the relocated households under the monetary resettlement policy have a significant positive impact on their willingness to purchase;The preference of residential property under the monetary resettlement policy has a significant positive impact on the purchase intention,excluding the educational matching preferences and room structure preferences of the relocated households;II.)The loss aversion of the policy incentives under the monetary resettlement policy has a significant positive impact on the willingness to quickly purchase houses,and so as some objective residential property preferences,such as housing brand preference,surrounding environment preferences,neighborhood familiarity preferences,original location distance preferences,traffic convenience preferences,architectural decoration degree preferences.Finally,based on the perspective of service-oriented government,combined with the empirical results and the basic behavioral characteristics of the relocated households,this paper constructs a social efficiency improvement path for demolition and resettlement compensation starting from three main lines.There are “Policy optimization guides demolition households to rational property purchase,scientific financial management”,“policy optimization guides the sustainable development of relocated households,urban integration”,“resettlement model optimization to promote resettlement policy according to local conditions and timely adjustment” in order to better achieve the property function and social security function of the demolition and resettlement policy.In theory,this study has developed and improved the theory of demolition and resettlement compensation.In practice,this paper provides reference for the subsequent resettlement compensation policy to ensure the resettlement of self-occupied houses of the relocated households and promote their sustainable development.
