Study On Transformation Of Operation Mode Of TS Investment Group

City Investment Group-a kind of municipal financing platform,is a special product of Chinese taxing and governmental financing system.With the rapid development of Chinese economy,especially the booming growth of infrastructure construction,it has expanded largely and rapidly.However,after the State Council issues No.[2014]43 document of Opinions on strengthening the management of Local Government Debts,City Investment Group enters new stage for adjustment and development of its functions.Since the 1990 s when China has entered its new phase of rapid development,especially the acceleration of urbanization progress,each local government has started to found a series of special investment and financing platform to undertake construction works.These companies which are characterized by local investment and financing platform are called “city investment companies”.After the establishment of these city investment companies,the city investment environment has been improved to some extent,financing problems faced in construction process of city infrastructure have been solved,and urban assets have been revitalized effectively through professional capital operation.All this has accelerated city construction and economic development.Recently,influenced by national macro-economic situations and increasingly tough land and financing regulations and policies,city investment companies face new opportunities and challenges and their old operation mode cannot be continued to use.Local city investment companies need to explore a successful transformation and operation mode,to meet the needs of adjustment of function positioning and reform and development.At first,this paper gives an introduction to the transformation background of domestic city investment companies.And then,it summarizes theories related to company transformation and operation modes.At last,it makes an analysis for the current situations of TS City Investment Group.It provides design for operation mode of companies by drawing on advanced experiences of domestic City Investment Groups,to determine the orientation of new functions of Tangshan City Investment Group,and the reconstruction of operation mode.Finally,through establishing scientific operation and management system,we can speed up the transformation and upgrading of TS City Investment Group,to make the platform bigger and stronger,and make it play its important role in undertaking city infrastructure construction and other major projects,in operation of city capital,and in promotion of city development and spurring local economic growth.
