With the continuous development of social,political and economic development,tourism has also gained its opportunities for development.In2017,the Nineteenth National Congress of the Communist Party of China proposed that rural revitalization should be implemented,and the priority should be given to agricultural development,and the industry should flourish and the ecology be suitable for living.It is necessary to establish the mechanism and policy system of urban-rural integration to speed up the modernization of agriculture and rural areas.The No.1 Document of the Central Committee in 2018 mentioned the need to develop rural shared economy,creative agriculture,and characteristic cultural industries.Rural tourism is more and more popular because of its unique tourism resources,fresh air and leisurely atmosphere.Quzhou County has a good geographical location and has rich tourism resources.The tourism resources such as folk festivals and human history are unique.The ecological agriculture and rural tourism resources are rich,so Quzhou County's development of rural tourism is promising.However,Quzhou County lacks policy guidance and scientific planning,doesn't have overall development awareness,and is not strong in its characteristics.At the same time,the participation is not high and the brand effect is not formed.Therefore,how to develop scientifically and rationally according to the specific conditions of Quzhou County,promote the adjustment of industrial structure,increase the income of the masses,and promote the development of Quzhou County's economy has become the research content.This paper analyzes and sorts out the geographical location,transportation communication,economic and social and cultural conditions,tourism resources and environmental conditions,local policy environment and people's demands in Quzhou County through literature research methods,field investigation methods and regional tourism research methods.The situation of rural tourism development in Quzhou County was introduced in detail,and the problems were sorted out.The general idea of “scientific planning,outstanding emphasis,striving for characteristics and orderly advancement” was put forward,and It is positioned to create agricultural and rural themed country destinations in Hebei Province,relying on the central and urban markets of Handan City,Xingtai City and Anyang City.Finally,the author summarizes the countermeasures and suggestions for the development of rural tourism in Quzhou County,That is,policy guidance,scientific planning;partition layout,overall development;highlighting characteristics,shaping the brand;people-oriented tourism and enriching the people.The innovation is to propose differentiated development with the surrounding counties and cities,focusing on the creation of folk festivals,humanities,historical and cultural resources,and improve the service system.It is hoped that this paper can promote the study of rural tourism in the county,especially in Quzhou County,improve the theoretical system of rural tourism in China,and guide the scientific and orderly development of rural tourism in Quzhou County,as well as the tourism industry and other industries in Quzhou County.It aims to provide new ideas and directions for government decision-making.
