Research On The Value Evaluation Of Ecological Resource Assets

Nowadays,ecological crisis has become a global problem.There are many options for solving ecological problems and keeping a balance with the maintaining of the ecological resource assets’ value and the development of the social’ economy.But relying on perfect value assessment methods is the core solution in the economic theory.Therefore,the valuation of the ecological resource assets has become the research hotspot and focus of current ecological economics and environmental economics.Based on a systematic review and learning from the research results of domestic and foreign ecological asset valuations,this paper analyzes the current characteristics of ecological asset valuation from the three aspects of value composition,value classification,and value assessment scale,and discusses the methods,application,improvement and other issues about ecological asset valuation.Using ecological economy evaluation methods such as market value method,shadow pricing method,restoration cost method,opportunity cost method,shadow pricing method,results reference method and model method synthetically to construct a valuation system for ecological resource assets.And taking the valuation of the forest ecological resource assets in Yunnan Province as an example,this paper also discusses the comprehensive application of ecological resource asset valuation methods.Taking the year of 2015 as the base-year,the assessment result of this paper is: the economic value of the forest ecological resource assets in Yunnan Province is 22 873.87 hundred million Yuan/a,and the value of the unit area is 100 608.17 Yuan/(hm2·a).As some parts of the whole value,the value of fixing carbon and releasing oxygen is the largest,accounting for 32.32% of the total value;followed by the value of fixing carbon and releasing oxygen is the species protection value,which accounts for 24.09% of the total value;while providing forest products value and landscape recreation value accounts for only 2.38% and 0.22% of the total value respectively.Indirect economic value of the forest ecological resource assets in Yunnan Province is greater than its direct economic value,which proves that it is necessary to develop forest ecological service industry.The research value of this paper lies in: using monetary measures to reflect the economic value of ecological resource assets by means of market measures,which solves the problem of value measurement of ecological capital,and providing a standardized pricing plan and practical program for the market transactions of ecological resources in China.In addition,this paper points out that domestic research on the theory and method of asset value of ecological resources must be strengthened,and prospects the key areas for future research and work on the valuation of ecological resource assets.
