Based On The DSR Model, The Development Analysis And Countermeasures Of Cultural Tourism Towns In Xixian New District

In 2014,the State Council issued the National New Urbanization Plan(2014-2020),which proposed to improve the quality of urbanization in an comprehensive way and accelerate the transformation of the development mode of urbanization.In 2015,the provincial government of Zhejiang Provincial Party Committee issued the Guidance on Accelerating the Planning and Construction of Characteristic Towns,which proposed to cultivate and build up 100 characteristic towns in three years,and creatively put forward that characteristic towns are innovative and entrepreneurial platforms different from administrative divisions and traditional industrial parks.After that,a series of policies and measures to promote the development of characteristic towns were launched.The strong brand effect of "learn characteristic town construction from Zhejiang" has been achieved.On the basis of summarizing the experience of the development of characteristic towns in Zhejiang province,China has vigorously developed characteristic towns since 2016,which have become an important form of regional industrial restructure and urbanization.As the 7th national-level new area,Xixian New Area initiated the development concept of "beautiful town" at the beginning of its establishment.However,due to the weak industrial foundation,underdeveloped infrastructure and obstacles to institutional mechanisms,there has been no major breakthrough in the construction of beautiful town.In 2017,Xixian New Area as a whole was divided into Xi’an City.The integration of Xixian has taken substantial steps,and the construction of characteristic town has been accelerated.With the accelerating development of Greater Xi’an,the development of tourism in small towns with special features has also been put on the agenda.This paper takes the characteristic town in Xixian New Area as the research object,makes full use of sustainable development theory,industrial cluster theory and industrial integration theory as the theoretical basis of the research,and systematically discusses the concept connotation,characteristics,tourism industry of characteristic towns and the relationship between them,based on the comprehensive review of the main research results in the field of tourism development of characteristic towns through literature,field investigation and case analysis.Then,based on the current situation of tourism development of characteristic towns in Zhejiang province,this paper systematically analyses the background of construction of characteristic towns,industrial development,spatial pattern and location,tourism resources endowment and stakeholder groups,and points out the main problems existing in tourism development of characteristic towns in Zhejiang province,including non-characteristic industries,scenic spots of small towns,weak integration of tourism functions and tourism products.At last,the paper summarizes the advanced experience and enlightenment of tourism development in small towns with Zhejiang characteristics,including government guidance,main body of enterprise and community participation,adapting measures to local conditions,developing characteristic industries,attaching great importance to innovation-driven,and deeply digging out cultural genes of industries.Next,on the basis of the existing research results,the DSR model of tourism development of characteristic towns is constructed,which is explained from three aspects:driving force,state and response.The driving forces include internal and external driving forces.The development needs of leading industries,the impact of traffic location,the development needs of resource endowment of small towns and the interest conflict between residents and tourists constitute the internal driving forces of tourism development of small towns with characteristics.The external driving forces of tourism development of small towns with characteristics are policy orientation,regional competition and cooperation needs.and the transformation and development needs of tourism industry.The development status of tourism in characteristic towns is embodied by the orientation of tourism function,image and development path of small towns.With the joint response of the government,enterprises and community residents,the tourism industry in characteristic towns rises in a spiral and non-linear style.Finally,the spatial platform for the co-existence of government,enterprises,communities and tourists is achieved,and the healthy and sustainable development of tourism industry is promoted.In the end,taking Xixian New Area as an example,the DSR empirical analysis shows that there are some problems in the tourism development of characteristic towns in Xixian New Area,Taking the problems mentioned above into consideration,three strategies are put forward to promote the tourism development of characteristic towns in Xixian New Area,including straightening out the system of government leading,enterprise and communitu,emphasis on tourism planing and cultural.Through the construction of DSR model of tourism development of characteristic towns and the empirical study of tourism development of characteristic towns in Xixian New Area,to some extent,this paper has certain reference significance in theory and practice for the development of similar regional characteristic towns.
