Disposal Cost Measurement And Policy Recommendations For Mine Mining Enterprises

Mining industry which is the basis of the national economy has rapidly developed at an unprecedented rate and hugely contributed to our overall growth.But mining may caused to the ecological damage and a variety of environmental issues,which attract increasing attentions to society.Although mining can promote our national economy forward and provide the benefit for the countries and peoples,our ultimate goal should provide excellent natural habitat for human to achieve harmony with nature.We are required to protect the ecological environment while obtaining economic benefits in the scientific concept of development.Therefore,It is imperative to do the work of the mine environment.Firstly,this paper discussed the relevant provisions,policies and current situation of the existing mining enterprises environmental governance in the countries and the Inner Mongolia Autonomous Region.Secondly,based on the Yinpanwan mine and the relevant requirement of mine geological environmental protection regulations and the Ministry of Land and Resources Office’s notification,this paper analyzed wells mining environmental governance recovery program and calculated the unit costs of governancing and restoring the mine environment.It may had a positive effect on the organization and implementation of mine geological environment governance recovery and the cost estimates.Finally,this paper used the values of the financial management,calculated the unit retirement cost as the final value factor(s/p,5%,n=1～30)and the proportion of unit retirement costs to the coal price(0.9%～1.5%).Meanwhile,we discussed the scope of application about the coal standard(0.25 yuan per a square meter),and the margin standards of the mine geological environment governance,preliminary proposal of the program preparation.This paper got some guidance and practical value for the mine environment governance in the Inner Mongolia Autonomous Region.
