Research On The Legal Protection Of The Ecological Environment In The Tibet Autonomous Region

In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping stressed that it is necessary to adhere to the harmonious coexistence between man and nature,and encourage the people throughout the country to establish and practice the green water and green mountains,which is the ecological protection concept of Jinshan Yinshan,and adhere to the basic national policy of conserving resources and protecting the environment.At present,although the atmospheric conditions,soil conditions,and water conditions of the autonomous region are generally in their original state,there is a tendency for local improvement and overall degradation.In view of the existing ecological and environmental problems in our district,it is necessary to combine the laws and regulations such as the Environmental Protection Law,the Law on Regional Ethnic Autonomy,the Environmental Impact Assessment Method,and the Tibet Autonomous Region under the premise of the Constitution.The local regulations and government regulations such as the "Regulations on Environmental Protection of the Tibet Autonomous Region" have introduced some shortcomings and suggestions for the ecological protection legal work in our district.This paper adopts the method of combining theory with Tibet's reality.In the first part of the article,the author introduces the research background,research significance and other content of this article,and briefly summarizes the research status at home and abroad.In the second part of the article,the author collects relevant data and collects relevant data to clarify the ecological environment and the changing trend of the Tibet Autonomous Region,so that everyone has a basic understanding of the overall ecological environment of our district,that is,overall excellent,stable and slightly degraded.The effect of local governance is obvious.In the third part,the author introduces the legal protection of the ecological environment in our district from the aspects of legislation,law enforcement,judicial and legal publicity and education,so that everyone has a basic understanding of the ecological environment legal protection work in our district.In the fourth part,through the summary of the third chapter and related case analysis,the author discusses and discusses the problems existing in the legal protection of ecological environment in our district.Finally,in response to relevant issues,the author provides advice on the legal protection of ecological environment in Tibet from the perspective of the US market mechanism,improving the quality of legislation,strengthening law enforcement,improving relevant systems and developing environmental protection industries.It is hoped that a positive reduction of pollution from the source will be formed.There is no loophole in monitoring and management,and a sustainable and efficient economic development model.
