Nowadays,the urban water environment pollution situation is getting more and more serious,which seriously restricts the sustainable development of social economy.Report of the 19 th session of national congress of the communist party of China clearly called for “focusing on solving outstanding environmental problems” and “intensifying the protection of ecosystems”.All provinces and municipalities responded to the call of the central government to strengthen the governance of water environment projects.The water environment rehabilitation project is a comprehensive strategic social project with large investment,wide scope and complicated construction conditions,which determines the uncertainty and particularity of the quality management of water environment rehabilitation projects.How to evaluate its quality management performance objectively and scientifically,and propose improvement suggestions in a targeted manner has become the focus of current theory and practice of quality management.Firstly,this paper analyses the development trend of urban water environment rehabilitation projects,and in view of the particularity of such projects,analyses the characteristics of quality management,summarizes the new models and methods of quality management that can be adopted,such as establishment and implementation of enterprise quality supervision mechanism,and formulating quality management standardization process.In terms of performance evaluation,the particularity and importance of perfor mance evaluation of quality management in water environment rehabilitation projects are summarized,which is the focus of this study.Secondly,this paper quantitatively studies the quality management performance of urban water environment rehabilitation project from the overall perspective of the project.On the basis of the existing research results,establish the evaluation criteria combining qualitative and quantitative,the field investigation and data collection are carried out in depth,and the frame work and model of fuzzy comprehensive evaluation of quality management performance are established by using the analytic hierarchy process(AHP)and the entropy weight method.Obtain the main factors affecting the quality management performance evaluation of urban water environment rehabilitation project and its impact mechanism,establish an evaluation index system,and optimize the model in two aspects: the determination of index weights and the selection of evaluation principles.Finally,the scientific and reliability of the index system,evaluation criteria and evaluation model are verified by the Maozhou River rehabilitation project,and evaluation opinions are put forward.On the basis of summarizing the theory and practice of quality management at ho me and abroad,this paper puts forward the enterprise quality supervision mechanism and quality management standardization process,and provides a new idea for the quality management of urban water environment rehabilitation projects.At the same time,the improved fuzzy comprehensive evaluation model of quality management based on AHP-entropy weight method makes the evaluation result more precise,provides a reference for future water environment rehabilitation projects and can be popularized.
