Agricultural census is a major investigation of national condition and national strength.Organization the third national agricultural census,to find out our country agriculture,countryside and farmers’ basic situation,grasp the situation of rural land circulation,agricultural production,new agricultural management main body,the agricultural scale and industrialization,reflect the new look of the rural development and new changes of farmers’ lives,has very vital significance to the "three rural" policy,promote our country to realize agricultural modernization,and build a well-off society.With the quickly development of remote sensing technology,remote sensing has been widely applied to the census,the third national agricultural census innovation survey method,comprehensive apply remote sensing technology with crop area measurement.But because the first time using remote sensing measurement methods,lack of a professional software,so design and develop a remote sensing measurement of crop area application system is very necessary.This article first summarizes the background,development present situation,significance of the agricultural census,elaborated the research present situation of the agricultural census and GIS technology.Then the working process of remote sensing measurement for crop area and the key technology of system development was introduced in detail.Finally,on the basis of the census area remote sensing image data,using c # development language and Arc Engine components,software platform in Visual Studio 2010,design and develop the remote sensing measurement of crop area application system,finally to achieve the application system,provides experience for subsequent other system development.
