Research On The Issue Of Medical Settlement For Insured Persons Outside The Overall Planning Area

With the continuous deepening of China’s market economy reforms,the process of urbanization is accelerating,the population flow in various regions is increasing,and the demands for medical treatment in different places are sharply increased.People are more keen on medical care in non-insured areas.As a kind of public product,the management of medical treatment in different areas requires more coordination and supervision responsibilities at the national level.In view of this situation,the state has successively issued a series of measures to improve the construction of medical security system related to medical treatment in different areas orderly.Although local government have made great progress in instant settlement of medical treatment in different places,due to the large differences among the coordinating regions and the limitations of medical policies in other places,the instant settlement of remote medical treatment has encountered many difficulties in the implementation process.In view of the characteristics of this study,the main research methods used are literature research,empirical analysis and logical analysis,and case study.After discussing the basic concepts of medical insurance,the development and status quo of medical insurance and medical treatment in different area in China.We find out the problems as well as their causes.We fully integrate domestic and foreign experience in seeking medical treatment in different places.The author take Dalian city where he lives as a representative place to conduct problem research,study the causes of the problems,analyze the cause and effect in order to find a solution of medical problems in China’s medical insurance in different places,and putting forward relevant countermeasures and suggestions Medical insurance solution to the problem of medical treatment in different places,put forward relevant countermeasures and suggestions.At the same time,the author fully draws lessons from the experience of medical insurance and medical treatment in different areas at home and abroad.This article has selected European union as representative regionSubsequently,we conducted a detailed investigation on the instant settlement of medical treatment in different places in Dalian,including detailed investigations on the instant settlement expenses of remote medical treatment in Dalian,the detailed investigation of the resettlement personnel in Dalian in September 2017,and investigation of cash statistics of offsite reimbursement in Dalian,etc.On the basis of these investigations,the relevant data were fully analyzed,and some of the problems faced by Dalian in the instant settlement of medical treatment in other places were pointed out.Finally,in response to these problems,we propose-a series of effective countermeasures and solutions in light of the current situation of instant settlement of medical treatment in different places in Dalian,including the quick promotion of reasonable and comprehensive release policies;and promote inter-agency collaboration and third-party monitoring platforms as soon as possible.We will coordinate urban and rural development and improve the mechanism for subsidizing serious illness among workers.We will simplify the instant settlement and reimbursement procedures for off-site medical treatment,improve the level of off-site medical services as well as the laws and regulations of the immediate settlement of medical treatment in other places.
