Objective:Hospital efficiency is one of the important indicators to reflect the allocation of medical resources.At present,more and more scholars are paying attention to the allocation of medical resources between provinces.This paper studies the resource allocation and utilization of interprovincial public traditional Chinese medicine hospitals in China from 2014 to 2017,and evaluates the efficiency of public traditional Chinese medicine hospitals in various provinces of China from 2014 to 2017.To understand the efficiency and regional differences of public traditional Chinese medicine hospitals at the present stage,and to provide policy basis for the reform and development of public traditional Chinese medicine hospitals..Methods:Through the analysis and collation of 2014-2017 data,the basic situation is described and analyzed,and then the index system of cross-efficiency evaluation is determined through the relevant literature research.According to the empirical research,after analyzing the relevant policies and a series of problems in the public hospitals of traditional Chinese medicine,this paper adopts the cross-efficiency model,which is considered appropriate in this paper,to calculate the efficiency of the public hospitals of traditional Chinese medicine.Compared with the traditional CCR model,and last ward clustering method is used to cluster the results of cross-efficiency.Results:There are still some problems in the allocation and utilization of health resources in the provincial public hospitals of traditional Chinese medicine in China.The main problems are that the utilization of large resources is not high,the average cost is still rising,and the economic burden of residents seeking medical treatment is still increasing.The phenomenon of "high cost" still exists so that health resources cannot be fully utilized.Through the research on the cross-efficiency of public Chinese medicine hospitals from 2014 to 2017 in China,it is found that there are great differences in efficiency among provinces,and the efficiency value is generally low,and different cities have different characteristics.In the eastern part of Shanghai,the efficiency of public traditional Chinese medicine hospitals is higher,and it is in a relatively stable trend,and it has some advantages over other provinces.The efficiency of Anhui Province in the central region is relatively high,and it is in the trend of growth,while the other provinces are still in a fluctuating trend of rising and declining.By means of ?-convergence test of cross-efficiency value,the trend of decreasing provincial efficiency gap has not been clearly found.Through cluster analysis,it can be divided into three categories:high,middle and low efficiency.The efficiency of some less developed areas shows a relatively high efficiency state,and there is no obvious relationship between the efficiency of public traditional Chinese medicine hospitals and the economic development of their regions.However,some economically developed areas in eastern China show relatively low efficiency.The cross-efficiency results of public Chinese medicine hospitals in 2014-2017 in China were analyzed by ward cluster analysis using sas9.2.The results were classified into three categories:Shanghai,Anhui,Guizhou and Chongqing,and the cross-efficiency values were relatively high in four provinces and cities,namely,Shanghai,Anhui,Guizhou and Chongqing.It belongs to the relatively high efficiency category,Beijing,Liaoning,Shanxi and other cross-efficiency results are relatively low,belong to the low efficiency category,the rest of the cities belong to the relatively moderate efficiency category.According to this analysis,the efficiency of Chinese medicine hospitals among provinces is generally low,and the efficiency utilization of some developed areas in central China is inferior to that in less developed areas in the west,which shows that there is a large gap in the utilization of Chinese medicine resources among provinces and cities in China.Conclusion:In 2014-2017,both human and material resources of public Chinese medicine hospitals are increasing year by year.However,the investment of health resources in public hospitals of traditional Chinese medicine is increasing and the efficiency of using them is still decreasing.Compared with the traditional CCR,the cross-efficiency model of DEA can better reflect the actual situation of the efficiency of the public Chinese medicine hospitals in China.Based on the calculation of cross-efficiency model in Chinese public traditional Chinese medicine hospitals from 2014 to 2017,it is found that the average overall efficiency of public Chinese medicine hospitals in China is on the low side,and there is a great difference between provinces in efficiency values.
