| To promote and protect health and prevent catastrophic medical expenditure has always been concerned by people.The key to prevent catastrophic medical expenditure is to establish a multi-level medical security system to effectively reduce the medical economic burden and worries of residents.In recent years,with the reform of China’s medical insurance system,more and more people participate in basic medical insurance,and commercial health insurance has also received more and more attention.However,to reduce people’s medical financial burden,in addition to relying on medical insurance,the role of government spending on people’s livelihood cannot be ignored.A large number of studies show that government spending on people’s livelihood can increase people’s disposable income and reduce people’s living cost.In terms of reducing the risk of family catastrophic medical expenditure,whether the public expenditure on people’s livelihood can play a role,and whether the insurance security and public expenditure on people’s livelihood can play a role together are still hot topics in academic research.In view of this,based on the micro data of China Household tracking survey(CFPS)in 2012-2016 and the matching macro data at the provincial level,this paper constructs a new data set combining macro and micro data,and uses the panel probit model to empirically test the impact of insurance security and public livelihood expenditure on family catastrophic medical expenditure.On this basis,the sample families were divided into income,region,urban and rural areas for heterogeneous analysis,to study the differences in the impact of insurance protection and public livelihood expenditures on catastrophic medical expenditures for different types of households.The research results show that the insurance protection and the probability of catastrophic medical expenditures of the family have an “inverted U-shaped” curve relationship.The total amount of public livelihood expenditure and various expenditure items can reduce the risk of catastrophic medical expenditures of the family.The empirical results also show that insurance protection and public livelihood expenditure can reduce the probability of catastrophic medical expenditures for households at the same time,and they have different effects on different types of households.Therefore,to prevent catastrophic medical expenditures,both medicalinsurance and public livelihood expenditures must go hand in hand,and the two cannot be separated.Medical insurance and public livelihood expenditure must be coordinated with each other in order to reduce the risk of catastrophic medical expenditure on our residents and to improve the health of our residents. |
