Research On The Countermeasures For The Reform Of Medical Insurance Payment Methods In Qingtian County, Lishui City

Many reasons,such as the ageing of population,the improvement of people's medical consumption level and the smaller regional difference of medical insurance reimbursement policies etc.,have led to the consistently growing expenditure of medical insurance fund.Meanwhile,the contradiction between financing and payment has become increasingly prominent.Qingtian,as the county with the largest population and the most developed economy in the Lishui City,its medical care level of the insured people has been significantly improved,especially after the implementation of the "universal medical insurance" policy.However,with the demand for medical services being released rapidly,the medical insurance fund has been seriously overspent.In order to change the current situation and tackle the deficit problem of fund,in addition to increasing financial investment and personal levy,it is more important to change the method of medical insurance payment.This paper studies and interprets the practice process and system design regarding the reform of the medical insurance payment mode in Qingtian County,evaluating the current situation and analyzing the problems as well as causes in this process.Based on the reality of Qingtian,it draws on the experience of the classic payment mode in some developed nations(the United States and Germany)as well as that in some domestic areas(Shanghai and Yanchi County in Ningxia).According to these experiences,this paper provides some suggestions and references for the reform of medical insurance payment mode in Qingtian in terms of three aspects,namely,perfecting the design of payment system,strengthening supervision and management,improving supporting measures of the reform,expecting it can make innovation and breakthrough in the establishment of mixed medical insurance payment mode under total amount control in Qingtian and other areas.
