Research On The Status Quo And Countermeasures Of Tobacco Control In Nanjing Municipal Government

Tobacco control has always been a hot topic in the world,and the cause of tobacco control is of great significance to people’s health.Since the entry into force of the Framework Convention on Tobacco Control in China,more than 20 cities across the country have formulated or revised local tobacco control regulations,and the pace of urban tobacco control has accelerated significantly.In order to promote the construction of a smoke-free environment,the Nanjing Government is continuously increasing its efforts in tobacco control,strictly controlling tobacco product retail outlets,implementing smoking bans by government agencies,providing telephone smoking cessation services in hospitals,and regulating the electronic cigarette sales market.Seeing the government’s determination and courage to control tobacco.However,behind these achievements,there are still some problems,such as incomplete tobacco control policies,insufficient enforcement of tobacco control,and weak supervision of tobacco control.The reasons for these problems are mainly due to the serious lag in current tobacco control legislative activities,the lack of a social climate for tobacco control,the special structure of the tobacco industry that does not distinguish between government and enterprise,the resistance of tobacco interest groups,and the weakness of non-governmental organizations.As a result,city fireworks have not been completely extinguished.Stones from other mountains can be used to attack jade.In order to better promote the tobacco control work of the Nanjing Municipal Government,the author believes that it can learn from advanced domestic and foreign mature experience,such as Shanghai’s "advancing with the times and perfecting tobacco control policies",Organize the promotion of tobacco control campaigns ",the EU" strictly control the composition and packaging of tobacco products ",and France" create public opinion to guide the public away from tobacco products ".These measures and methods clarified the path and direction for the Nanjing Municipal Government’s tobacco control.Combining current problems and causes,as well as public policy value theory and policy tool theory,this article proposes new and effective countermeasures.The first is to accelerate the reform of the tobacco system to provide institutional guarantees: to promote the separation of government and enterprises in the tobacco system to consolidate the government ’s tobacco control management foundation and improve the current tobacco fiscal and taxation policies to regulate tobaccoproduction and sales;The scope of tobacco control is to achieve a comprehensive indoor smoking ban,and multiple measures are taken to enhance the operability of tobacco control policy tools.The third is to strengthen administrative law enforcement and supervision to ensure that tobacco control work is put in place: rationally set the main body of tobacco control law enforcement to promote due diligence and establish effective administrative punishment The mechanism is to eliminate illegal smoking and strictly regulate tobacco products to regulate the operating market;the fourth is to deepen the public’s awareness of tobacco control to create a harmonious public environment: establish the concept of tobacco control to change bad social habits,carry out multiple publicity and education to promote healthy lifestyles;and five,mobilize Social forces to build a tobacco control pattern with public participation:social organizations join tobacco control to consolidate new forces for mass prevention and treatment,medical and health institutions demonstrate first to improve smoking cessation,and innovative educational practices in schools to prevent minors from smoking.
