Yin Fu Ching has an another name called Huang Di Yin Fu Ching.According to legend,it was written by Huang Di.We guess his book was finished in the Warring States period.It inherited the philosophy of Taoism and developed it.Yin Fu Ching also absorbed the philosophy of military thinking in the theoretical system.Especially it tells us to be an emperor,how to use the power.”Tao of Heaven”is an important idea in Yin Fu Ching.It consists of how to understand the nature,yin and yang,nourishing heart,resort to arms,protect the people and how to be a strong state.Whatever it linked between the preceding dynasty and the following dynasty.This paper takes the basic idea of “Tao of Heaven " as the starting point,and then analyses the relationship between " Tao of Heaven " and " human "," ji " and " thieves "and the influence of “Tao of Heaven” to nature.From its various levels," Tao of Heaven "is invisible.We can not touch or hear or fell it,but its real existence in the world.It influenced person's self-cultivation and countries governance.“Tao of Heaven" pointed the way to a higher new Chinese Philosophical thinking.
