Public art reflects the national character and human spirit.New York City has the most prolific public art scene in the world, and the Public Art Fund is one of the main drivers behind its abundance. As a non-profit organization devoted to the creation of public art,the operating model behind the Public Art Fund is worth emulating by all related institutions that share its mission statement and engage in similar projects. This paper traces the origins of a "new era" in New York City public art from the late 1960 s.By examining pivotal events, leading figures, historical factors and objective circumstances, the paper aims to explore the past and present life of the Public Art Fund,as well as its causes and developmental trajectory.Through a case study analysis of renowned Public Art Fund projects, the paper takes a holistic view of the fund's activites including the artist selection process and project implementation lifecycle in order to summarize the institutionalization of its operating model as well as provide insights for domestic public art projects currently in development.
