The conception of “the will not to be governed”("La Volonte de n'etre pas gouveme")plays an important role in Foucault's later thinking.It indicates a rational capacity which is made up of the attribute of enlightenment and courage.The conception inherited from the "governmentality" and inspired the turning of his later thinking which is drive by the Iranian Revolution.And the conception has been deepen in the "parrhesia" as well as some questions has been solved.This article is made up of four chapters.The first chapter is an introduction that introduce the background and the definition of “the will not to be governed”.In Chapter two,we focus on the practice side of “the will not to be governed”——Foucault's reports on the Iranian Revolution,as well as the turning of his theory.In Chapter three,the main part of this article,focuses on“parrhesia”——the end of the genealogical study on “the will not to be governed”——and the “Cynicism” that uses “parrhesia” as a form of life.This article claims that Foucault's analysis on Iranian is partial,his reports on Iranian only assert“the will” on the Iranian but ignore the trending of the whole condition.From the individual perspective,“parrhesia” ensures the lasting of “the will not to be governed”on the individuals by it's courage of fearless of death.However,this will lead to the paradox between the death and the “True life”.
