Research On The Role Of Rural Grassroots Party Organizations In Grassroots Management

Look at the function of country basic party organization in history,during the new-democratic revolution it was a militant revolutionary party,its goal was to grab the national regime;during the planned economy period after the foundation of P.R.C.,its task was to construct and govern the country,its function was all-mighty,It had all administrative powers in rural areas,it was an organization in which the party and the politics were highly unified;after self-governance was implemented in villages,there were two theories regarding the function of the party organization-"five functions theory" and "four functions theory,these two kinds of theories both affirmed the political core function and social management service function of rural area basic level party organizations,the important point of this thesis is to research how to give play to these two functions.The political core function is to ensure the rural basic level party organization's core status in the village's "three committees",support villager committee members to implement villager autonomy according to the law,ensure that the village administrative affairs supervision committee execute the supervising right according to law,and compact the party's ruling basis in countryside via giving full play to political governance and induction function;the social management service function mainly include civil affair relief,family planning,social insurance,help-the-poor work,land management,letters and visits conciliation,environment and hygiene management,religious,educational,sports and cultural affairs,safety production,forest protection and fire prevention,comprehensive control and security;while dealing with important event or important issue involving benefits of countryside and peasants,the rural area basic level party organization should carefully perform their responsibilities according to "four discussion two publicizing" work method,apply proposing right and negotiating right,and realize the reform,development and stability of rural areas.This thesis uses Kedu County as an example,introduces the current status and function of current rural area basic level party organization via theoretical research,investigation and survey,visits,combination of theory and practice,combines with the experience that is acquired from many years of rural area basic level party construction and party affairs work;analyzes the problems existing in rural area basic level party organization and their causes,and proposes countermeasures on this basis.The thesis is composed of five parts:the first part is the introduction;the second part introduces the transition of rural area basic level party organization function;the third part uses Kedu County as an example,analyzes the current status,function of the rural area basic level party organization after villager autonomy and their function in local area public management;the fourth part analyzes the issues existing in rural area basic level party organization and their causes;the fifth party discussed the strategy of duly giving rural area basic level party organization function into full play from the following aspects:the precise orientation of function,enhancing the ruling capacity construction of rural area basic level party organization,expenditure guarantee and village leader treatment;the last part is conclusion.
