An Analysis Of The Construction Of Laws And Regulations Within The Party From The Perspective Of Comprehensively And Strictly Governing The Party

Since the 18 th National Congress of the Communist Party of China(CPC),the proposal of a comprehensive and solemn ruling party theory has pushed the practice of ruling party by the Communist Party of China to a new height.The construction of the party’s laws and regulations can provide guarantees for the full and efficient administration of the party’s work.On October 18,2017,the Party’s report on the Nineteenth Congress pointed out that the task of comprehensively managing the Party in a strict manner is always on the road and we must unswervingly implement the theory of comprehensive and strict administration of the Party.This clearly clarified that after the 19 th National Congress,it continued to deepen the main direction of comprehensive and strict administration of the party in the Party’s management of the Party,and certified the strategic positioning of comprehensive and strict administration of the Party as the main thread throughout the Party’s construction system.According to the “two-five” planning requirements of the party’s laws and regulations promulgated in February 2018,a more complete system of party-to-party laws and regulations was established on the 100 th anniversary of the establishment of the party,manifesting itself as scientific content,rigorous procedures,and supporting work.The completeness and effectiveness of the operation show that the internal laws and regulations of the Party play a key role in the full implementation of the strict administration of the Party.Since the 18 th National Congress of the People’s Republic of China,with the continuous enrichment and advancement of the theory of comprehensive and strict party management,the construction of the party’s internal laws and regulations has also achieved a breakthrough.The number of newly issued party regulations has reached more than 90,and the way of system building has been we must lay a solid foundation for the comprehensive management of the Party’s work.However,there are still some problems.Therefore,we must constantly sum up experience and lessons in practice and explore effective ways for the construction of laws and regulations within the party.The paper is divided into four parts:In the first part,we first explain and analyze the basic contents of comprehensively governing the party and the regulations in the party.Including sorting out the theoretical background of comprehensively rigorously managing the party,comprehensively managing the content and development of the party,the connotation and characteristics of the party’s laws and regulations,and distinguishing the party’s laws from the national laws,and analyzing the similarities and differences between the two.In order to better understand the party’s laws and regulations.On the basis of clarifying the connotation,it further analyzes the significance of strengthening the construction of the party’s internal laws and regulations for the comprehensive and strict administration of the party.It also analyzes the requirements for the comprehensive and strict management of the party’s construction of party rules and regulations.The second part studies the thoughts and theories based on the construction of our party’s internal laws and regulations.First of all,from the beginning of exploring the original works of Marxist classic writers,this article analyzes Marx,Engels and Lenin’s discussion of the party’s internal law construction in the process of party building.Then,through analyzing the thoughts of the main leaders of the Communist Party of China on the construction of the party’s laws and regulations,we will study the construction of the party’s internal laws and regulations in four phases,and summarize the development process and experience of the construction of the party’s internal laws and regulations from the initial stage to maturity.The third part analyzes the practical achievements and deficiencies in the process of the construction of the party’s internal laws and regulations since the party’s advancement was strictly carried out.In terms of practical results,the first is to complete the inventory of the party’s internal laws and regulations,to revise the contents of the party’s constitution,to revise the contents of some of the party’s laws and regulations with the times,and to formulate inner-party regulations for new issues.At the same time,it analyzes that there are problems in the internal regulations of the Party,such as the convergence and coordination between the internal laws and laws of the Party,the effectiveness of the internal regulations of the Party,inadequate oversight in the implementation of party regulations,and the weakness of the party’s internal regulations and culture,and analyzes the reasons.In the fourth part,in response to the problems in the party’s laws and regulations,based on the requirements for comprehensive and strict administration of the party,a new path for the construction of the party’s laws and regulations was proposed,and suggestions were put forward from the macro and micro perspectives in order to try to advance the party in a strict and strict manner.During the process,some valuable references can be provided at the level of party law construction.
