The National People's Congress Promotes Research On The Process Of Public Participation In Public Policies

In recent years,with the city’s economic and social development,citizens’ quality and other aspects of improving gradually,citizen consciousness gradually awakening,the community management,public education,for the needs and expectations of the old service,city governance in the field of diversification,put forward higher requirements on the quality of public policy.At the same time,the government pays more attention to the participation of the public policy process,so as to optimize the policy plan and promote scientific decision-making and democratic decision-making.Whether the government can give the different interest groups fair opportunity to express their interest demands and make a reasonable response depends on whether the interest expression mechanism is perfect.Shanghai City People’s Congress are directly elected by the voters of the District People’s Congress,but also of the people entrusted organs and public institutions,to reflect the public opinion and public opinion,the integration has a natural rise for the legitimacy of public policy.This paper uses Thomas daigh policy process model,from a public policy problem identification,agenda setting,policy formulation,analytical framework of six aspects of the local people’s Congress set up in the city to promote public participation in policy process legalization,study the District People’s Congress in the collection,integration,public input process in the mechanism,problems and reasons,and suggestions for improvement.At present,the District People’s Congress to promote public participation in the public policy process,existing collection and integration of public opinions is not perfect,the public opinion of public policy making system input conversion mechanism is not smooth,the feedback of output,public policy.This paper hopes to view the grassroots people’s Congress,and through interviews,questionnaires,case analysis,summarizes the experience,to explore the improvement suggestions from three aspects: one is the National People’s Congress on supervision,to increase the public participation in the exploration efforts,in the formulation of government public policy or decision making process,system introduction of public opinion,the public and the government to broaden the channels of communication,and public input to the final decision.The two is the National People’s Congress smooth perfectgovernment public policy formulation mechanism,strengthen information disclosure,and broaden the channels of the public,support representatives perform their duties according to law,better play the role of public opinion reflect the people’s Congress system,providing channels for normalization and institutionalization of the public,so as to optimize the decision-making of the government,to ensure the scientific and democratic public policy.Three is to gradually improve the public awareness and ability to participate in the development of public participation in the culture,improve the quality of public participation.
