Research On The Handling Of Housing Demolition And Relocation In Qingjiangpu District, Huai'an City

Work for letters and calls which is an important part of the Party and the government work is fundamental to build a socialism harmonious society,that is a bridge and tie for the Party and government to come into contact with the masses as well as an important vehicle for safeguarding and fulfilling the democratic rights of the masses.If not handling properly will intensify the conflict,causing people to visit or even visit to Beijing and Beijing not to step by step with non negative influence.Qingjiangpu District of Huaian has carried out the "contradiction" activities as the theme of "visits,investigation,resolve,effect",which has partly improved the quality of letters and calls work.But Huaian City petition problems triggered by the demolition area of Qing Jiangpu region accounted for half of the total number of complaints,The handling of letters and visits arising from the demolition has exposed some deficiencies,such as lack of professional knowledge of house demolition,lack of innovation in handling letters and visits,imperfect handling mechanism of letters and visits,and lack of resultant force in handling departments and other functional departments.Therefore,carrying out research on the petition handling of housing demolition in Qingjiangpu District of Huaian is of great significance for enhancing the masses' trust in the party and government,promoting the scientization and democratization of decision-making,promoting the economic development and social progress in an all-round way,and creating a stable social environment.This paper refers to the theory of public goods,public service theory,using the method of literature research,case analysis,interviews,firstly analyzes the status and shortcomings of housing demolition and disposal in Qingjiangpu District of Huaian,then analyzes the causes based on the existing problems,and finally puts forward countermeasures and suggestions for strengthening housing demolition and disposal.The paper divided into five parts:the first part is the research on housing demolition petition problem at home and abroad;the second part is the introduction of the related concept of petition and demolition of houses as well as the basic theory of public management;the third part is to introduce the working mechanism of the petition in Qingjiangpu District,housing demolition and disposal problems petition situation;the fourth part describes the work petition disposal problems and reasons of the Qingjiangpu District housing units of analysis;the fifth part is to strengthen the countermeasures and suggestions of the house demolition and dismantlement in the Qing jiangpu District of Huaian:(1)to strengthen the professional training of the cadres,including Establishment of a leadership group for training and treatment of letters and visits,the organization of housing demolition business knowledge training,the cadres involved in the demolition group work experience;(2)strengthen the team construction of the cadres,including strengthening basic construction,reasonable allocation of Petition Petition series System,improve the quality of the cadres team;(3)strengthen the innovation of the petition disposal methods,including the disposal of adhering to the"people-oriented" and "separation v.visit" and "evaluation system" and"supervision";(4)strengthen the petition mechanism of disposal norms,including the importance of early work,a letter to the early disposal the long-term disposal mechanism,optimize the petition disposal assessment mechanism;(5)to strengthen cooperation with other departments,including strengthening and coordination,strengthen the judicial departments and state departments of communication,strengthen the connection and conflict mediation center and strengthening psychological counseling agencies.
