Social insurance is the core part of the social security system,and it is a basic system to guarantee people's basic living conditions and adjust social distribution.It is as well an important indication of the government's function of managing the society,and it plays a significant role in the evolution of the whole social security system.The effectiveness of social insurance service,which has the direct bearing on the vital interests of those who were served and has an impact on the healthy development of social insurance system,is an effective carrier to turn a management government into a service-oriented one.In the background of the 13th five-year plan for full coverage of social insurance,it is a new test and challenge for improving operational efficiency of the social insurance service.Therefore,it is necessary to accelerate the optimization process of social insurance service.This paper will summarize the actuality of Shanghai Social Insurance Service from a new perspective of Service Golden Triangle Model.From the field investigation and analysis,the result has shown that there is loose regulation and low working efficiency in service strategy of Shanghai Social Insurance Service,and that there are senior service system shortcomings such as back ward internet bureau service development,old counter service mode,uncontrolled business volume,low degree of convenience for the community resident and so on.The result has as well shown that there is a service staff shortcoming because of lacking sufficient staff ratio and professional degree.All of them have severely restricted the performance improvement of social insurance service.This paper has analyzed the causes of these shortcomings.Combined with Service Golden Triangle Model and experiences home and abroad,several suggestions have been proposed,such as,building a social insurance management mode with"five insurance in one step"and implementing information sharing of function department to break the information barrier from a strategic height and to improve the service level,building a integrated service platform,simplifying the service process,implementing paperless office,providing individualization service and other measures to accelerate the construction of service system,allocating the number of staff scientifically and dynamically and improving professional level of work staff and so on to improve service performance steadily.The development and organic combination of the three dimensions including service strategy,service system and service staff,will promote the perfection of social insurance public service system and constantly improve the quality to provide high quality service which will efficiently facilitate the people.
