Research On The Safety Of School Buses In Rural Schools

Children are the hope of the family,the future of our motherland.With our country urbanization process and the advancement of education system reform,as well as the rural education resources optimal allocation,the school bus has become the general students’ traffic vehicle.All parts of the country of the school bus traffic accidents which happened frequently had hurt our nerves,because it not only caused heavy casualties and huge economic losses,also seriously affected the social stability.If the school bus safety problems cannot get the attention of the school and society,the government fall to carry on the effective governance of its development,it can not only produce threat to student’s safety,but also become the factors that influence family happiness and social stability.The school bus safety problem,on the one hand,is not only the social hot problem,but also realistic problems in the students’ personal safety.Analysing the cause of the school bus accident,we can learn that the reasons of the school bus events are various,including the school bus vehicle is unqualified,the bus driver,low quality,the school bus safety legislation is imperfect and division of responsibilities between the government departments,citizens’ lack of awareness of traffic safety,even natural environmental factors,and so on.This article uses the literature method,interview method and special case study method to study characters of D school bus safety management,the author is grounded in a large number of school bus safety related to the study of literature,through interviews with a connection to the school bus,inquired about the school bus at the local management and usage,specificly analysis D school bus problems in safety management.This study is divided into four parts.First,the introduction is the main part of the article put forward the background,research significance,research methods and related concepts and theories;The current research status of the second block,the school bus safety management.This paper introduces the present situation of our country school bus safety management,and the school bus safety management status abroad and the trend of the school bus safety management;The third piece,rural school bus problems and their causes.Taking WanBei D schools as an example,firstly introduces D overall situation of the school,and then analyzes the present situation of D school bus safety problems and the cause of the safety problems;Fourth,the improvement of rural school bus safety management.Combined with the D school,issues some measures in specific.Based on the research of the D school bus safety management problems and the analysis of the polycentric governance theory,the issue of rural school bus safety management is a complicated system engineering,which has been maken sure the school bus safety management is not a department,but in the government department of education,finance,security and public security traffic,and many other departments,need a comprehensive management system for the society.This study puts forward the following Suggestions to strengthen the rural school bus safety management,play an leading role of government in the school bus management,standardize the schools for rural school bus operation market,increased investment in school bus management in rural areas,set up the school bus safety consciousness of the whole society,and so on.With the improvement of the school bus safety management laws and gradually forming,school bus safety management system in the government and society provide a good environment for the development of the school bus,thus promoting the cause of the school bus for good development.
