In recent years,China's traditional foreign trade,due to the dual pressure from domestic and foreign countries,import and export growth has been declining.The external cause is the declining aggregate demand of the rest of the world,the competition in the foreign trade market is fierce,and other countries are constantly creating trade frictions.The internal reason is the rising cost of labor in China,the rising cost of other factors such as resource and energy,and the continuous appreciation of RMB.Although China's foreign trade growth rate slowed down,in 2012,China's import and export volume surpassed the US for the first time and became the number one in the world.Cross border e-commerce played an important role in maintaining the export advantage of our country.Cross-border e-commerce,as a new form of business,helps to reduce China's foreign trade operation cost,improve efficiency and enhance the competitive advantage of China's exports,and will become one of the main channels of international trade.China's enterprises should participate as early as possible to seize more international market share.But as the cross-border electricity supplier is affected by many factors,such as government policies,laws and regulations,social environment,cultural differences and other countries or regions,with development of the market itself to continue healthy so the government must actively participate in the transformation of government functions,and guide the development of cross-border electricity supplier,the implementation of the "top-down" strategy to promote cross-border electronic business industry sustained and healthy development.This thesis focuses on the economic functions of the government in the development of cross-border e-commerce,based on the theory of new public management,and discusses the following aspects:This paper,starting from the concept of cross-border electricity supplier and government functions,this paper analyzes the theoretical basis of cross-border electricity suppliers and government functions in China.Secondly,the present situation of the government functions in the cross-border e-commerce field is analyzed,and the existing problems of the government functions in the cross-border e-commerce field are analyzed,and the existing problems are pointed out:the government's macro guidance is not sufficient,and the cross-border e-commerce market system is not healthy.The mode of supervision is backward.Finally,the final attempt to improve the cross-border e-commerce management countermeasures and suggestions:Strengthening the sense of responsibility of the government to promote the development of cross-border e-commerce;Giving full play to the government's macro guidance function;Strengthening the service function of the government;Optimizing the supervision function of the government. |
