Urban-rural relationship is the relationship between city and country and it is a problem that any country will face in the process of modernization.Whether the relationship is properly handled will directly affect the economic and social development of a country,as a result,our party and country have always attached importance to the Urban-rural relationship.Nowadays,China is in the critical period of building a moderately prosperous society in all respects.However,urban and rural differences hinder the development and progress of society.We must realize that balancing urban and rural development is the essential condition for ensuring the stable development of China's economic and social development and is the inevitable requirement of building a moderately prosperous society in all respects.As the first major leader of the world's first socialist country,Lenin recognized profoundly the importance of narrowing the urban-rural gap in the process of leading of Russian revolution and construction.He explored the idea of urban-rural relationship with Russian characteristics in combination with the Russian situation and on the basis of inheriting and developing the theory of Marx and Engels' urban-rural relations.To study Lenin's thought of urban-rural relations,especially the new economic policy period's thought,is of great theoretical significance and practical value to the development of urban and rural areas in China.The text is divided into four parts: The first part is the formation background of Lenin's urban-rural relationship thought during the new economic policy period.Through the analysis of the social background in the new economic policy period,this paper argues that it has contributed to Lenin's re-examination and reflection on the urban-rural relationship in this period that the problems such as the social crisis caused by the urban bias of the wartime communist policy,the destruction of the rural economy by the successive years of war,the political crisis caused by the insurrection of the peasants,and the political crisis formed by the insurrection.The second part is the basic implication of Lenin's thought of urban-rural relationship in the new economic policy period,this part is discussed from the following three aspects: Firstly,Lenin attached great importance to the coordinated development of urban and rural areas,and he believed that it was necessary to consolidate the Soviet regime,was the fundamental guarantee of the economic development of Soviet Russia and the only way for Soviet Russia to build socialism.Secondly,Lenin emphasized the role of the state in coordinating economic,political and cultural support in the coordinated development of urban and rural areas.Thirdly,Lenin claimed to close urban and rural ties and promote the integration of workers and peasants.The third part is the historical evaluation of Lenin's thought of urban-rural relationship in the new economic policy period: Firstly,the historical contribution of the thought enriches the development of the Marxist theory of urban and rural relations,promoting the improvement ofthe Urban-rural relationship in Soviet Russia and realizing the self-transcendence and innovation of thought itself.Secondly,this paper analyzes the historical limitations of Lenin's urban and rural relations during the new economic policy period from aspects of the idea,the content of thought,the practice of thought.The fourth part discusses the realistic enlightenment of Lenin's urban-rural relationship in the new economic policy period,it mainly includes following aspects:we must attach great importance to the harmonious development of urban and rural areas in socialist construction;we must strengthen the state's support for rural development;the radiation of the city must be brought into play;we must always pay attention to the interests of farmers.
