Research On Government Responsibilities In The Operation Of Shared Bicycles

In recent years,the concept of "slow life" has appeared in people's lives and praised by the masses of people.Shared bicycles are as a part of "slow life" has also attracted people's attention.Shared cycling is closely linked with the lives of the general public and is the most easily overlooked part of the urban transport system.In recent years,the number of urban residents has increased day by day,and the development of the city has also been rapid.With the efficient development of the economy,the number of private cars has grown to the point where it has to be controlled.Therefore,like many developed countries,after experiencing the traffic congestion and environmental pollution caused by the saturation of the number of vehicles,the bicycl has returned to people's daily lives with a different attitude.Sharing bikes can not only alleviate the problem of long-term traffic congestion,but also reduce atmospheric and noise pollution.It is green and low-carbon,and it is a new direction for the future development of public transportation in China.Shared bicycles are an integral part of public transport.They can meet people's needs for short-distance travel on a weekday basis,and they can complete the perfect connection between slow traffic and public transportation,allowing the entire public transport system to seamlessly link and fill the"last mile" blank.The rapid development of shared bicycles not only improves the quality of life of urban residents,but also plays an important role in improving the spatial functions of cities.However,in the rapid development of rapid traffic,slow traffic has not yet received enough attention.The planning of relevant government departments is still biased towards rapid traffic construction.The construction and planning of the slow traffic system is not perfect.The long-term traffic development model based on motor vehicles does not leave enough room for a large number of shared bicycles that have flooded into the city.This has also caused many problems.The most obvious one of these phenomena is that the bike ride is very confusing,and the motorized vehicle is also very serious in occupying non-motorized lanes.This is very dangerous for people riding bicycles.However,the government and its related departments should take responsibility for this.The government should realize that slow traffic will become a major trend in the future development of the transportation industry.The government should actively guide the construction of a slow transportation system and improve related laws and policies as soon as possible so that sharing of bicycles can become a more popular choice for people.This article first introduces the concept and development concept of shared bicycles,and used three research methods:literature research method,comparative research method and case analysis research method;applying new public service,principal-agent and coordination theory;Government responsibilities are the focus of the study.Starting from the current situation of the development of shared bicycles in China,we will identify problems in the process of sharing bicycles and analyze their causes,the necessity of sharing bicycles to build sustainable urban transport is explained,and the responsibilities that the government should bear in sharing bicycle operations are summarized.Thirdly,the reasons for the existing problems of shared bicycle operations in China are analyzed in depth from the aspects of the irrational supply decision-making mechanism,the imperfect related legal system and the lack of relevant government responsibilities.Finally,from the aspects of strengthening infrastructure construction,perfecting the legal and regulatory system,strengthening supervision,and vigorously promoting and proposing,we have proposed specific strategies for sharing bicycle operations,hoping to get the development of shared bicycles on the right track as soon as possible.At the same time,I hope that this article can provide some ideas for the government and its related departments to regulate the development of shared bicycles as soon as possible.
