"Professional ability,professional spirit,brave responsibility,practical work and not seeking personal gain" are the new requirements of the new era party central committee to the grass-roots civil servants.The policy which is made of twenty words isembodied in three aspects: competence accomplishment,moral emotion accomplishment and professional psychological accomplishment.Grassroots civil servants are undertaking an important historical mission in the development of China in the new era.The research shows that job burnout is one of the important factors restricting the enthusiasm of grassroots civil servants.This paper argues that we should start with perfecting the incentive mechanism of civil servants at the grass-roots level,through empirical research,we found that the current problems existing in the incentive mechanism of civil servants at the grass-roots level have weakly function of salary incentive,the lack of salary incentive,unclear responsibilities,work stress and other problems.Along with the transition of the social principal contradictions of our country,our country civil servants at the grass-roots level for the incentives will be provided to the needs of the growing,the current incentive mechanism of civil servants at the grass-roots level hasn't be good fit in the light of changing demand,which brought results in lack of incentives,improper incentives,incentive failure phenomenon.This article is based on public management professional knowledge,good incentive theory and system both at home and abroad,the new era of the CPC central committee to the requirement of civil servants at the grass-roots level,put forward designing a new era grass-roots civil servants incentive mechanism should follow he four principles ofthe tolerance,legalization,differentiationand just,from four dimensions of material incentive,political motivation,emotional motivation,target motivation.The design of incentive mechanism should pay attention to organizational goals and personal goals in particular,as the discretion to delimit the red line,encourage civil servants at the grass-roots level governance innovation,develop subjective initiative,improveability continuously,professional morality and psychological quality,become a new era of the CPC central committee policy and policy of powerful practitioner.
