Research On The Equalization Of Basic Public Services In Urban And Rural Areas In The Process Of New Urbanization

New urbanization promotes human-centered,equal basic public services between urban and rural areas and the new urbanization in value concept,the equal basic public services between urban and rural areas is an necessary task of the new urbanization,and an important embodiment of social fairness and justice in China.China's economy and society is becoming better and better,urban and rural residents demand for basic public services is more and more high,countries on the equalization of basic public services has been given more and more attention,and put forward to achieve the equalization.Our government is transforming to a service-oriented government.Pay attention tothe problem the embodiment of the government's ability to serve the people.This years,the basic public services is becoming investment in areas.But it also have some problems.The equalization of basic public services in the areas is still critical.This paper summarized in the premise of national urban and rural equalization of basic public service situation,taking Shandong Province as an example,through the construction of urban and rural basic public service index system includes the basic education,infrastructure,public health and social security aspects of the four indicators and 20 individual indicators,adopt comprehensive evaluation method,weighted arithmetic sum,dimensionless method for single index,index and comprehensive index calculation,finally obtains the equalization of basic public services in Shandong Province,the evaluation index,and as a basis for the evaluation analysis.According to the evaluation index and the actual situation of Shandong Province,the urban and rural equalization of basic public services are the total supply shortage,the supply level and quality of the unequal single supply main problems,the main reason is that government departments lack of good coordination mechanism and financial system is not reasonable,supply mode is not perfect and supply decision system is not perfect etc..Improve the existing financial system,endogenous urbanization road,the establishment of multi participation mechanism,strengthen the control of the supply of basic public service quality,in order to help achieve the equalization of basic public services.
