One of the human instincts is to be immersed in the fear of the unknown and demonize the unknown.The more the outside world does not understand the Islamic world,the more it is arbitrarily equaled to evil and terrorism.If such a situation continues to develop,it will be detrimental to the Islamic world itself as well as to other civilizations.It will hinder the progress of globalization and the pace of human exchanges.In particular,after the Chinese government proposed the "Belt and Road" Initiative,the international community and people in all countries generally hope to promote the new development of the world economy and speed up regional integration.Today's Islamic world has broken through the limits of Eurasia and has become a world-wide religious civilization.However,the carriers of Islamic civilization,nation-states,has not strived for the collective interests of the Muslim world under the unified banner of Islam.On the contrary,the religious and political conflicts among Islamic countries is tearing the Islamic world into a state of lasting division and severe fragmentation.The internal affairs determine the diplomacy.The contradictions among the Islamic powers in the relations of politics and religion,ethnic composition,and sectarian forces dominate the conflicts and mutual exclusion within the Islamic world,offering so many obstacles for the cohesion and their self-improvements.It has created challenges for the observers from other civilizations to understand and sort out the internal situation in the Islamic world.The Islamic world can no longer be a blank space in the division of labour in the international market.The integration into the new international political and economic order is a move by Islamic countries to follow the historical trend.The reality is that quite a few of the 57 Islamic countries are on the brink of the international community.They are also key countries along the “Belt and Road” Initiative.Clarifying these countries' foreign policy tendencies,sorting out the situations and classifying these countries in a more systematic way is a necessary step in deepening the “ Belt and Road” initiative.Through the "core-periphery" analysis framework,the structure of the modern Islamic world system can be clearly displayed for the public.The "core states" are the key to supporting this system.Moreover,different types of core countries are representatives of the sub-groups of the Islamic world.Their pan-arabianism,pan-Islamism,secularized nationalism,hegemonism and other tendencies in foreign policy are all what we should study.Based on national interestsand the actual needs of diplomatic work,we shall formulate targeted policies to improve the quality and efficiency of our diplomatic work.
