In the 1990s,China began a large-scale urbanization,the scale of the city continues to expand,the urban population continues to increase,and the level of urban development gradually improved.Among them,urban villages provide a large number of land,cheap labor and other factors for China's urbanization,and promote the development of the city.However,we can not deny that the disorder and complexity in urban villages bring problems to the development of cities,such as public security,environment,infrastructure and so on.These problems not only become a "heart disease" in the sustainable development of cities,but also cause problems to the life and work of villagers in urban villages.Urban villages,which have provided resources for urban development,are not only incompatible with the overall layout of the city in physical appearance,but also unable to integrate the living and psychological conditions of the villagers into urban life.In order to improve the situation of urban villages,and to further improve the living conditions of villagers,the central region of China began a large-scale transformation of urban villages.K village in X city of Shanxi Province is also being transformed.K village is a city village completely located in the urban area.It has a large population,complex structure and large scale of collective land.There are many problems in the process of transformation.This not only affects the new life of the villagers,but also affects the trust relationship between the government and the villagers.Therefore,this paper takes K village as the research object,describes its basic situation,especially the population structure,and analyzes the problems in its previous transformation work,puts forward countermeasures and suggestions from the perspective of behavioral economics,in order to provide reference for the future urban village reconstruction work.Urban village is a unique phenomenon in the process of urbanization in China.There is no example for foreign countries to learn directly from,and Chinese scholars have not formed a more unified definition of urban village.Each village in the city has its own characteristics,and its transformation modes and schemes are different.Domestic scholars have studied and put forward solutions to the improvement of the village in the city from various angles.They have also made abundant achievements,involving political science,urban management,public management,sociology,traditional economics and so on,but few of them have adopted behavioral economics.The study of economics is the breakthrough point,which is exactly the innovation of this article.Behavioral economics emphasizes "bounded rationality" and holds that the government should change from "economic man" to "social man" in dealing with public affairs,make rational use of various resources,provide more "choices" for"bounded rationality" citizens,and emphasize guiding people according to circumstances rather than enforcing public policies,and pay more attention to people's feelings and satisfaction.The transformation of urban villages should not only pay attention to the transformation of the visible living environment,but also to the villagers' feelings and individual demands which the core ideas of behavioral economics coincide with.Therefore,the author believes that the "policy discount rate" in behavioral economics can be introduced into the transformation of urban villages to increase the sustainability of the transformation,and more "choices" can be given to the villagers,including compensation for demolition,pension,education and so on,so as to minimize the "loss aversion" caused by demolition.From the perspective of "happiness economics" and "government trust",we can evaluate the actual effect of the transformation and improve it to further improve the transformation of urban villages.
