A Comparative Study On The Intellectual Property System Of The Layout Design Of Integrated Circuits In China And Russi

In order to meet the requirements of WTO accession,China introduced a series of laws and regulations such as the Regulations on the Protection of Layout Design of Integrated Circuits in the early 21 st century,which constitutes the existing intellectual property system for layout design of integrated circuits in China.The existing intellectual property system for layout design of integrated circuits has experienced a series of problems in practical application,such as the determination of the scope of protection,the determination of infringement standards and the reverse.Engineering and so on.In Russia,the layout design of integrated circuits is called integrated circuit layout design.Russia's intellectual property system for integrated circuit layout design has inherited the practice of the former Soviet Union to a certain extent.Since 2006,Russia will have knowledge.All the legislation of property rights was accepted as the fourth part of the civil law system in the Civil Code of the Russian Federation,and the original series of single-line laws were abolished.Since then,the intellectual property system for the layout design of integrated circuits in Russia has been included.In the fourth part of the Russian Civil Code.In 2018,the crisis of ZTE sounded the alarm for China's integrated circuit industry,indicating that the core technology of integrated circuits,China has not completely rid of foreign countries,so the development of the integrated circuit industry is imminent.The improvement of the intellectual property system related to the layout design of integrated circuits is necessary.Russia's intellectual property system for integrated circuit layout design is more mature than China,and there are some places worthy of reference in some systems.This article compares the intellectual property system of Chinese and Russian integrated circuit layout design to identify the part of the Russian intellectual property system forlayout design of integrated circuits that suits China's national conditions and is not suitable for China's national conditions.
