Research On The Reform Of The Administrative Examination And Approval System Of The Shanghai District Government

Shanghai,as an international metropolis,has always been at the forefront of China's reform and development.The reform of the administrative examination and approval system of the district government has gone through several years and has achieved remarkable results.However,some problems have been encountered in clearing up the examination and approval items,streamlining the examination and approval process,improving the service quality of the examination and approval bodies and participating in social organizations.It's difficult.Taking the reform of "Four Lists" in Huangpu District as an example,this paper studies the reform of the administrative examination and approval system of Shanghai District government,and tries to explore a more targeted way and Countermeasures to solve the above problems from the current situation of the reform of administrative examination and approval of local grass-roots governments.Guided by the theory of government function and the theory of new public management,this paper takes the reform of "four lists" in Huangpu District as an example,introduces the present situation of the reform of administrative examination and approval system of Shanghai district government by means of case study,literature study and comparative study,analyzes the achievements of the reform and the existing problems.On the basis of the beneficial experience of Nanjing City in Jiangsu Province and Hangzhou City in Zhejiang Province,this paper puts forward the Countermeasures for deepening the reform of administrative examination and approval system of Shanghai District government: first,we should scientifically identify the boundary between government supervision and market self-regulation: we should clarify the function of government under the market economy,and the people's Congress should confront it Secondly,we should actively create a pattern of co-governance between the government and society: the design of reform programs and the evaluation of reform results should fully absorb public opinions and give full play to the self-management and self-restraint role of social organizations such as trade associations;To promote the reform of the administrative examination and approval system based on the realization of the objectives: to stimulate the vitality of the market and ensure the standardization and orderliness of the reform as the goal,to implement the one-way processing of the administrative examination and approval items,to standardize the administrativeexamination and approval list,to implement the performance evaluation of the reform,and to further improve the efficiency of the administrative examination and approval by optimizing the work flow.Finally,the use of advanced technological achievements to help reform: large data as a support,the implementation of a network,the implementation of intelligent supervision throughout the process.
