Research On The Problems And Countermeasures Of Local Government-led Investment Promotion

Since the reform and opening up,with the continuous development of the economy,local governments at all levels of our country pay great attention to attracting investment,as the main hand to promote the further development of the region.For quite a long time,the government has taken up most of the work in attract investment,from policy making to project selection,from consultation to approval of projects,and local governments have played a major role in the whole process.In theory,the government can be divided into political,economic and social management functions on the basis of its functional fields.Its economic functions refer to a series of functions designed to enable the country's socio-economic development objectives to be achieved and to regulate and plan its economy.The government carries out its specific economic functions mainly through a series of measures and methods such as economy,law,policy and administrative intervention.In the planned economy period,the government-led investment attraction has promoted the development of regional economy to some extent,but with the improvement of market economy,the disadvantages of this kind of business attraction mode are gradually exposed.In essence,attracting investment is a kind of market economic behavior,which must be market zed eventually.On the basis of summarizing domestic and foreign research results,this paper generalizes the behavior of attracting investment.Microscopically selected a typical region,Dalian Changxing Island Economic Development Zone,its investment attraction development process for the summary of the region since vigorously carrying out investment attraction work has been achieved.It is easy to see that the industrial output value keeps rising and the industrial structure keeps upgrading.Dalian Changxing Island Economic Development Zone to attract investment is the development of most of the domestic regional economy miniature and portrayal.Although a series of achievements have been made,but with the development of capital attraction work bottleneck,exposed many abuses.Based on the example of Changxing island economic development zone in Dalian,this paper analyzes the disadvantages and causes of the government-led investment promotion activities,summarizes the position of the management committee of Changxing island economic development zone in the process of investment promotion,the way to carry out the work,and the status quo and sustainability of the investment promotion work,and summarizes the role that the government should play in the process of investment promotion in the new period.And how to return to the right decision advice,I hope to be able to local government to attract investment to contribute.
