Research On Rural Grassroots Consultation Democracy And Rule Of Law

The theory of deliberative democracy originated in the west,but under the guidance of the marxist theory of democracy,it integrated with the socialist democratic system with Chinese characteristics,and gradually formed the theory of deliberative democracy with Chinese characteristics,providing a theoretical basis for rural grassroots deliberative democracy.Rural stability and level of rural governance are of great significance to national governance and social stability.The full use of consultative democracy in rural grassroots management and governance will effectively promote the process of building rural grassroots democratic politics in China.China is at a critical stage of comprehensively deepening reform and socialist modernization.The party and the state attach great importance to developing deliberative democracy at the grassroots level and have issued a series of important guidelines and policies.Deliberative democracy at the grass-roots level in rural areas as something new is not mature,its development is a process of constant progress,but the process will inevitably exposed many problems,and even the development of the setback and the bottleneck,a new era under the new situation,how to develop good deliberative democracy at the grass-roots level in rural areas,to ensure good realize people's right to self-determination,is an important issue we face.The rule of law is the fundamental way to ensure the institutionalization,standardization and procedure of rural grassroots consultative democracy.At present,the practice of deliberative democracy at rural grassroots level in China is developing like a raging fire,showing a strong demand for legalization.However,at present,there are many difficulties in the legalization of rural grassroots consultative democracy,which has become the bottleneck of the healthy development of rural consultative democracy.In the context of comprehensively advancing the rule of law,this paper deeply analyzes the difficulties in the construction of rural grassroots consultative democracy and the rule of law,and proposes countermeasures for the development of rural grassroots consultative democracy from the perspective of the rule of law,so as to promote the legal,orderly,stable and lasting operation of rural grassroots consultative democracy.The text is divided into six parts: part one: introduction.This paper introduces the origin of topic selection,research basis and writing objectives.Part two: thetheoretical basis of rural grassroots consultative democracy.The theory of marxist democracy provides theoretical support and the theory of socialist consultative democracy provides guidance.Part three: the concrete practice of rural grassroots consultative democracy.Including concept,development course and development current situation.The fourth part: rural grassroots consultative democracy legalization overview,elaborated the connotation of the legalization of consultative democracy and the necessity of the rule of law.The fifth part: the predicament of the construction of rural grassroots consultative democracy by law.This is manifested in the imperfect system and norms of rural deliberative democracy,the imperfect procedures and operating mechanisms,the need to strengthen the leadership of the rule of law,and the inability of some people to meet the needs of the development of deliberative democracy.Part vi: the construction path of the legalization of rural grassroots consultative democracy.It includes improving the system and norms of rural deliberative democracy,strengthening the leadership of rural deliberative democracy and the rule of law,cultivating the social environment for rural deliberative democracy and the rule of law,and improving the operating mechanism of procedures.
