Small states play a unique and indispensable role in the international community,and the importance of their security strategy research has become increasingly prominent.This paper explores the security strategy decision of small states to neighboring big power under the asymmetric relationship with small states as the research perspective,and analyzes the factors of small states strategic decision-making through cross-level research methods.This paper argues that the decisive factor of small countries'strategic choice to neighboring big countries is the change of asymmetry between large and small countries.When small countries and big countries have interest conflicts,the weaker the asymmetry between small countries and big countries,the more inclined they are to adopt the strategic choice of balancing neighboring big countries,and the stronger the asymmetry,the more willing they are to bandwagon.With the development of The Times,economic integration has deepened,international norms have strengthened,small countries have become less insecure,and their strategic space has expanded.It also faces challenges from non-traditional security issues.Support from external powers,regional institutional factors and normative factors all directly affect the asymmetric relationship between small countries and big countries.Domestic factors directly affect the strategic cognition of small countries towards neighboring big countries and ultimately affect their choice of checks and balances and cooperation.In the case study of the Philippines'China strategy in this paper,the Philippines faces security challenges such as terrorist attacks and drug problems.In the context of the strategic interaction between major powers,the south China sea issue is the main conflict of interest between China and the Philippines.The external support of the us and Japan and the institutional support of ASEAN both affect the external strategic decisions of the Philippines.Domestic political struggles and leadership characteristics of the Philippines affect the perception of the interests of the Philippines on the south China sea issue,and ultimately form a number of strategic turns from the balance of major multilateral powers to the challenge of China to the friendship with China.This study on the strategic factors influencing small countries to neighboring big countries is conducive to China's better development of neighboring diplomacy.
