Research On The Construction Problems And Countermeasures Of The Characteristic Town Of Wafangdian Xutun Under The Background Of Rural Revitalization

The work of "agriculture,rural areas and farmers" has always been highly valued by the Party and the government.The report of the 19 th National Congress and the document No.1 of 2018 of the Central Committee have successively proposed that the implementation of the rural revitalization strategy should give priority to the development of rural industries,culture and ecology,speed up rural modernization,narrow the gap between urban and rural areas,and build a sustainable rural economic development mechanism for the new era.As a bridge of communication,exchange and mutual promotion between cities and villages,the characteristic towns can promote the speed of rural revitalization,reduce the dual structure of urban and rural areas,and accelerate the final Sprint speed of building a well-off society in an all-round way.In recent years,under the background of rural revitalization,the construction of the characteristic town of Xutun Town is both an opportunity and a challenge.It is necessary to continuously sum up the experience and explore a road of development that belongs to local characteristics.The construction of the characteristic town of Xutun started late,and many projects with characteristics are being planned.The government's idea of creating a characteristic town still needs to be further explored,so that it still has a large gap compared with many mature characteristic towns in China.This article based on the development of Xutun town by consulting domestic and foreign data,conducting questionnaires on local government staff,business operators,villagers,etc.,and visiting households to understand the situation.Using the new public service theory,sustainable development theory,industrial cluster theory,public and private cooperative system theory,the problems existing in the construction of special towns are analyzed systematically.First,government public service capacity is insufficient,the town development is difficult to speed up.Second,the construction of small towns lacks characteristics,and it is difficult for various types of industrial development to gather;The third is the traditional single financing model,relying too much on financial subsidies;Fourth,it is difficult to coordinate ecological,economic and social factors and achieve sustainable development.In response to these problems in the construction of special towns in Xutun Town,we have learned from the successful experience of the construction of special towns at home and abroad,such as Annecy's characteristic towns,Meiersibao's characteristic towns,Ninghai County's characteristic towns,and Wafangdian Xietun's characteristics.town,Specific measures and suggestions are put forward for the construction of the characteristic town of Xutun.It mainly includes improving infrastructure construction projects and improving government public service capabilities;Focus on the connotation and extension of the construction of small towns to create different towns;Innovative investment and financing model for the construction of small towns;Coordinate ecological,economic,and social factors to ensure the long-term health of small towns and cities.In the upsurge of efforts to create special towns across the country,Xutun Town,known as "South Liaoning ",has developed Xutun's characteristic towns with its unique advantages,promoted local economic development,solved rural surplus labor,improved rural living environment,and driven local industries.development.Through the study of this article,it can open a more spacious window for the construction of the characteristic town of Xutun,and provide some suggestions for the construction of the characteristic town in other regions,so that the construction of the characteristic town can truly achieve the ambitious goal of rural revitalization.
