Research On The Power List In The Administrative Examination And Approval Of Feicheng City

In 2013,the Chinese Communist on the 3^rd plenary meeting of the 18th the central committee session clearly put forward that the implementation of power list regime will restrict the administration power in the form of a power list,which is in order to limit the civil servants'power implementation and promote administration transparency.Administration list as one of the important measures of deepening the reform of administrative system in our country,has a huge influence and plays quite an important role in guiding our country government administrative work,which can greatly promote the construction of legal and ministrant government in our country,the process of decentralized,controlled and service-oriented reform and the openness and transparency of administrative power in our country as well.Since the implementation of power list regime,administrative power items have been greatly standardized and integrated by industriously carding of the governments at all levels and departments.But there are still many problems in the content,implementation and other aspects.If these problems would not be cleaned up in time,the power list can never show its huge value.The implementation of the list of power system stems from the actual requirements of the supervision of governmental power,rather than incidental occurrence.Administration according to law and rule of law are inevitable requirements of building a country governed by law.However,power is intangible in nature.The implementation of the list of power is to make the power transparent,ensure the power to operate under the sun and facilitate the supervision of the whole society.Fundamentally speaking,it can promote the process of law-based governance and administration,and promote the building of a law-based country.Through the analysis of the social background and the overseas and domestic research status,this thesis was determined to write by literature research and case study method.Based on the theory of new public administration and new public services,taking the power list of administrative examination and approval in Feicheng as the entry point,by the analysis of the establishment basis and necessity of power list and combining them with the status of power list formulation process,the basic situation and operation status and other actual situations,we found the problems which can be summarized as:Firstly,the content of the power list lacks legal basis.Secondly,the power lists between departments are not coherent;The real-time update mechanism is not perfect;Problems such as power list implementation do not reach the designated position.These problems lead to unified standards and imperfect mechanism of power list,the lack of corresponding supporting system and supervision function and other situations.Therefore,we finally came up with some methods to settle these problems from many aspects like power listing,listing of power system,power laws and regulations,listing field power listing rules,listing power dynamic updating mechanism,list of power supervision system and so on,in order to improve the power list of Administrative examination and approval in Feicheng.
