Research On The Management Of Police Auxiliary Personnel Of Dongying City Public Security Organs

Auxiliary police officers,referred to as "auxiliary police",are an important auxiliary force in modern police work.Faced with the practical pressure brought by the insufficient police force at the grassroots level,local public security organs have recruited auxiliary police forces to assist the police in their work.Practice has proved that they have played an important role in maintaining public security,improving police efficiency,improving service quality and saving administrative costs.However,in recent years,the auxiliary police team has repeatedly appeared problems,and there are more and more negative news about the auxiliary police.For example,the auxiliary police beat and cursed people in public places,violated the law and violated the legitimate rights and interests of others,which seriously damaged the overall image of the public security team.However,auxiliary police seems to be a vulnerable group in the internal public security organs,such as low salary,insecure rights and interests,narrow career development space,etc.,the auxiliary police system is facing unprecedented contradictions and problems in the process of development.The auxiliary police system originated in the Anglo-American legal system countries.With the development and reform of the society,the problem of insufficient police force is a common problem faced by the police organs all over the world.Under the background of the reform of world police force,auxiliary police develops rapidly in different forms in different countries.The construction of a legalized,standardized and professional auxiliary police force has become the consensus of all countries in the world.Different from the mature development of auxiliary police system in the west,the research and establishment of auxiliary police system in China started late,and there are still legislative gaps,unclear responsibilities and lack of supervision in the management of auxiliary police.With the in-depth advancement of ruling the country according to law,the rule of law in China is accelerating.The public security organs have increasingly emphasized the rule of law and standardization of public security work and team building.The management of auxiliary police is outside the rule of law and standardization,which will seriously hinder the Auxiliary Police.The development and public security organs maintain the police effectiveness of public security,and strengthening the management of the auxiliary police is already on the line.This paper analyzes and points out the contradictions and problems in the management of auxiliary police in dongying public security organs,such as heavy use,light management,narrow professional development space,heavy temporary concept,the team lacks stability,the overall quality is not high,insufficient funds and so on.In order to find a solution to the problem and a way out,summarize and analyze the experience and practice of the Auxiliary Police in the United Kingdom and the United States and Hong Kong,Beijing and other places.On this basis,use the relevant theories of public management to improve the auxiliary police of the Dongying City Public Security Bureau.Management has been explored.In order to make up for the lack of theoretical research on the auxiliary police system in China through the point of the Dongying City,it is also a reference for the reform of the auxiliary police system in Shandong Province and even the whole country.
