According to Transparency International's Global Integrity Index 2017,the highest ranking Asian country is Singapore,which ranks sixth,followed by Hong Kong,China,which ranks thirteenth.Hong Kong and Singapore,also known as the"Four Asian Dragons",are both influenced by traditional Chinese cultural values and eroded by Western cultures.Their small size and small population create a miracle of economic and social development that attracts worldwide attention.This paper focuses on comparing the similarities and differences of anti-corruption organization construction between Hong Kong and Singapore from multiple perspectives by using the theory of structure-function,so as to promote the inland anti-corruption work in China.The construction of anti-corruption organizations in Hong Kong and Singapore has formed an overall synergy.From independent institutions,a complete civil service system,a highly legalized construction to an in-depth culture of clean government,they are interlinked and interacted at different levels,playing a huge role in the unique political,economic and social environment of Hong Kong and Singapore.In short,a complete and rigorous anti-corruption legal system and independent institutional settings are the cornerstone for Hong Kong and Singapore anti-corruption organizations to give full play to their functions.A perfect and strict civil service system is the driving factor for anti-corruption organizations to perform their functions.Strong political leadership is the political prerequisite for anti-corruption organizations to perform their functions,while a deep culture of integrity is the support for anti-corruption groups.Organizations play an important role in society.While drawing lessons from the successful experience of anti-corruption organizations in Hong Kong and Singapore,we should also be aware that their uniqueness is the product of a specific environment,and can not blindly imitate and copy to achieve the same results.We must combine our own national conditions and actual conditions.For China's inland anti-corruption organization,Hong Kong and Singapore's anti-corruption organizations can learn from and absorb several key elements:independent anti-corruption institutions,highly legalized construction,in-depth and lasting construction of a clean and honest culture.The most practical reference value of anti-corruption organizations in Hong Kong and Singapore for China's inland anti-corruption organizations today lies in the successful experience under the similar system background.Due to many similarities in political system,social culture and economic development mode,the effectiveness of Anti-corruption Governance in Hong Kong and Singapore has been unanimously recognized by the international community,and their experience is systematic and high-pressure.Under the current"new normal" of anti-corruption,it is of great practical significance to explore objectively,systematically and thoroughly the beneficial experience of corruption governance in Hong Kong and Singapore for further deepening corruption governance and promoting the modernization of national governance system and governance capacity.We should constantly explore and try to sum up the anti-corruption that really suits our inland anti-corruption organization.
