Research On The Improvement Of The Power List System

In October 2001,the reform of the administrative examination and approval system was officially launched,and it has been nearly 18 years since then.As an important measure of administrative examination and approval reform,the power list system was formally put forward and implemented in the Decision of the Central Committee of the Communist Party of China on Several Major Issues of Comprehensive Deepening Reform at the Third Plenary Session of the Eighteenth Central Committee of the CPC in November 2013,which triggered a lot of discussions and research.As a national system,the power list system has been implemented and implemented for more than 5 years.The system in the field of administrative rule of law has become a basic system for subsequent reform measures such as "Internet+government services" and "post event supervision".However,as the cornerstone of the reform of "releasing control clothing" in recent years,there are still some problems in the power list system,such as lack of legitimacy and normativeness,imperfect compilation subjects and procedures,which urgently need to be "checked and filled in" in the follow-up reform process.In the introduction,this paper analyses the necessity and urgency of further perfecting the power list system in the new historical stage of reform.The first part of the text mainly summarizes the power list system,combs the current research situation of the circle,and combines the author's experience in public security administrative examination and approval,forms a preliminary understanding of the meaning of the power list system,combs the development process of the power list system from the perspective of clearing up the power of public security administrative examination and approval,and shows the current reform situation from multiple perspectives.Importance of implementing this system.In the second part,from the perspectives of legitimacy to be recognized,system obstacles difficult to break through,unclear grasp of important nodes,weak follow-up and lagging standardization,the practical dilemma of the implementation of power list system is analyzed concretely,and the direction for further improvement is provided.The third part provides the legal countermeasures to improve the power list system,analyses the legal effect of the power list in different stages of generation,discusses the legitimacy and rationality of the main body and procedure of the power list compilation in three stages of sorting out,cleaning up and refining,and puts forward its own views.The fourth part,on the basis of the third part,supplements and analyses other ways to improve the power list system,including improving the scientificity of power list compilation,strengthening the standardization construction of power list and supplementing through negative list and responsibility list.
