On The Construction And Perfection Of The "two Unifications" Working Mechanism Of Criminal Cases In Public Security Organs

In the fourth plenary session of the 18 th CPC central committee,it has been put forward that the Reform of Criminal procedure system centered on trial will exert a tremendous influence on public security.Compared with previous system which centered on investigation,public security organization need to change their working idea and style.They need to pay more attention to the collection of evidences and legality and fairness of procedure.In the context of judicial system reform,guided by the people-centered idea,the “reunification” system of criminal case has been entitled with great significance.This thesis tries to discuss the necessity of “reunification” system,existing problems,cause analysis,running processes and reforming measures with the attempts to enrich theory,to solve existing problems in running and to show the system more clearly.At the same time,this thesis tries to analyze some existing problems in criminal case procedure,for example,arresting and transferring for review of indictments.Most importantly,this thesis tries to find out the solutions from the perspective of supervision and auditing.
