Research On Lien Measures In The Reform Of The National Supervision System

The report of the 19 th National Congress of Communist Party of China proposes that,deepen reform of the state supervision system,a national supervision law will be formulated,establish the national supervisory commission,supervisory commissions will be given responsibility,power and means of investigation in accordance with law,asking for the measures of Liuzhi replace the Double Designation.After that,ti has become a new kind of investigation measure with compulsory effect,It is also a specific measure of the rule of law,its high efficiency,flexibility,convenience and other characteristics will undoubtedly provide powerful work help for the supervisory organs,and will play a more active role in the fight against corruption.But the law has been in place for less than two years,local supervisory departments are still groping and adapting to the measures of Liuzhi,there are still a lot of program problems and operational difficulties to be answered and solved in the process of work,and further exploration and innovation are needed.With the help of the reform of supervision system,the corresponding supporting system is studied and formulated to perfect and enrich the measures of Liuzhi.The author tries to place the measures of Liuzhi under the background of the ongoing reform of the national supervision system,and take the measures of Liuzhi replace the Double Designation as the entry point to analyze the theoretical basis,historical origin and development status of the measures of Liuzhi.By comparing the connection and difference between the measures of Liuzhi and the Double Designation,this paper studies and discusses the shortcoming of the measures of Liuzhi operation,and puts forward some suggestions for optimization.Firstly,this paper defines the basic concept of the measures of Liuzhi,clarifies the nature,basic principles and applicable conditions of the measures of Liuzhi,and analyzes and lists the necessity and feasibility of implementing the measures of Liuzhi.Secondly,the article retrospects and reviews the development process of the measures of Liuzhi,introduces the general situation of the supervision system reform,discusses the Double Designation properly,analyzes and compares the relations and differences between them.Thirdly,the article sorted out the disputes caused by the implementation of the measures of Liuzhi in different places,and listed the problems existing in the four aspects of the measures of Liuzhi,such as procedure,time limit,place and right guarantee.Finally,this paper puts forward some opinions and opinions from the aspects of supervision and restriction on the measures of Liuzhi,institutional connection and the protection of the rights of the detainee.It is hoped that the system design of the measures of Liuzhi can be constantly improved,the reform of national supervision system can be continuously deepened,and the level of legalization and standardization of anti-corruption work can be constantly improved.
