Research On The Role Of Local Government In The Development Of Electric Industrial Clusters In Town Y

Over the past 40 years of reform and opening up,China's economy and society have developed rapidly and achieved remarkable achievements.It has successfully leaped to the second largest economy in the world,and its comprehensive national strength is in the forefront of the world.In the historical process of rapid economic development,all kinds of industrial cluster regions have always been an important carrier for governments at all levels to promote industrial development.Governments at all levels play a vital role in the development of industrial clusters.By formulating industrial policies,improving infrastructure,optimizing business climate and other measures,we can attract,encourage and support the agglomeration development of small and medium-sized enterprises and promote industrial clusters.Significant achievements have been made.Especially in the Yangtze River Delta and Pearl River Delta,many successful industrial clusters have emerged successively(such as Foshan tiles,Wujiang textiles,etc.).Among them,the industrial clusters in southern Jiangsu started earlier,had a high level,and had strong typicality and representativeness.However,the measures taken by the government in the development of industrial clusters often appear some phenomena such as vacancy,offside and dislocation.Some practices affect or even hinder the further development of industrial clusters.Therefore,the research on the role of government in the development of industrial clusters is of great theoretical and practical significance for optimizing the government's work measures in the development of industrial clusters and further promoting the highquality development of industrial clusters.Y Town,located in Yangzhong City,Jiangsu Province,is the second batch of national and Jiangsu provincial characteristic towns.The engineering electrical industry started earlier,has more enterprises and large scale.It is an industrial type town dominated by engineering electrical industry.In 2018,there were 239 industrial enterprises with a total scale of over 60 billion yuan,accounting for about 23% of the domestic market.At present,Y Town has proposed to build a smart electric town in China featuring smart electricity and plans to push the electric industry cluster to a scale of 100 billion.However,the local government has also exposed some problems in the development of industrial clusters,which are mainly reflected in the poor policy performance of the government in promoting industrial upgrading,the ineffective measures to promote the derivation of cluster enterprises,and the promotion of innovation of cluster enterprises.The measures are not effective,and the efforts to promote the supporting of cluster industries are not effective,and so on.Based on the above problems,this study takes Y Town as the object of empirical research,through earnestly studying the theory of industrial clusters and new public management,and summarizes the main characteristics of industrial clusters and the main role of government.Combining with the current situation of electrical industrial clusters,this paper combs and analyses the main practices and main problems of government in the development of industrial clusters,and puts forward the government's role.We should do a good job in four aspects: improving the level of organizational leadership and government services,improving industrial cluster development planning and industrial policy,speeding up the construction of a sound innovation and entrepreneurship service system,and strengthening the resources guarantee of the development elements of industrial clusters.
