In November 2017,US President Trump proposed the "free and open Indo-Pacific" strategy during his visit to Japan, and reiterated the strategy several times after attending the APEC meeting. On December 18 th,the Trump administration released the first National Security Strategy Report, which changed the “Asia-Pacific” into “Indo-Pacific” and elaborated it in the part of regional strategies. The report marks the official formation of the "Indo-Pacific" strategy.By analyzing the origin of the concept of "Indo-Pacific" and the formation process of the "Indo-Pacific" strategy,we can conclude that the changes in the geopolitical situation in the Indo-Pacific region and the Trump's governing philosophy of "America First" played important roles in the release of this strategy. It can be seen from the 2017 edition of the US National Security Strategy Report that the contents of the "Indo-Pacific" strategy mainly include economic, political and security aspects.Among them,Trump pays special attention to the economic, trade and security fields and hopes to build a fairer trading system through bilateral trade negotiations,as well as strengthening its military strength and military cooperation with other countries to form an encirclement that contains China. The "Indo-Pacific" strategy is the adjustment of Obama's "Asia-Pacific rebalancing" strategy. Its purpose is to seek "America First" and contain China to maintain the regional dominance of US.It may push the Indo-Pacific region to become the focus of the next generation, damage the regional situation, especially Sino-US relations, and intensify the arms race in this region. However, because this strategy faces many restrictive factors such as the internal political division of the United States, the international trend of economic globalization and trade liberalization, and the vacillating attitude of India, its trend is not very clear and needs our continued attention.
