Research On Government Responsibility In The Development Of Shared Bicycles In Lhasa

The Nineteenth National Congress clearly pointed out that in the field of shared economy,new growth points and new momentum should be fostered.At present,under the influence of new technologies such as Internet,big data and artificial intelligence,as a typical industry of shared economy,sharing bicycles with high-speed rail,Alipay and online shopping is known as China's "new four inventions" and has entered Singapore,Japan,France and other countries.In May 2017,the Lhasa Municipal Committee and the Lhasa Municipal Government asked Lhasa to put in two brands of shared bicycles: Xiaohuang bicycle and Mobai bicycle.Shared bicycles are provided by enterprises and government-led public bicycles.Shared bicycles are more convenient than public bicycles and do not need government support.Before using bicycles,only the mobile phone number and the charge deposit are required.Then the two-dimensional code of the bicycle can be scanned by the mobile phone.When not in use,the lock ring can be closed and the system automatically charges and checks out.While sharing bicycles,represented by Mobai and 0F0,bring convenience to the people of Lhasa,there are also a series of problems such as random parking,insufficient bicycle lanes,high maintenance costs,great loss of bicycles and serious man-made damage.These problems not only affect the development of bicycle investment enterprises,but also bring great troubles to the governance of Lhasa city,and these problems only depend on enterprises.It is impossible to solve this problem,and the Lhasa Municipal Government needs to issue relevant policies to govern it.Starting from the government responsibility,this paper studies how the Lhasa municipal government plays its role in the development of shared bicycles by using comparative analysis method and interview method to ensure the healthy development of bicycles.Based on the theory of public goods,this paper analyses the quasi-public goods attributes of shared bicycles,and then analyses the necessity of promoting the development of shared bicycles by the government.When we should undertake the responsibility,we mainly analyze the responsibility of the government from the aspects of system responsibility,management responsibility,supervision responsibility and guidance responsibility.Combining with the current situation of the development of shared bicycle in Lhasa,we analyze the performance of the lack of government responsibility and the reasons for the existing problems in the process of the development of shared bicycle in Lhasa.Finally,we put forward the experience of sharing bicycle at home and abroad by drawing lessons from the experience of sharing bicycle at home and abroad.The government actively guides,fills the vacancy of the government,improves the legal system,strengthens the government's supervisory responsibility,and actively carries out the work and other suggestions,so as to promote the healthy development of sharing bicycles in Lhasa.
