The Status Quo, Problems And Countermeasures Of Citizens Participating In Urban Governance In Jinan City

Cities are the product of the development of modem civilization and social productivity.With the acceleration of urbanization and the changes in the characteristics of urban functions,the government's functions have been transformed,citizens 'rights have been strengthened,and urbanization has advanced.Relying on the traditional urban government to do everything in urban management concepts,methods,and methods,it is obvious that it can no longer meet the needs of modem urban development and can no longer meet the people's expectations for a better life.The diversification of the participating subjects,that is,the more extensive,deeper and more comprehensive participation of citizens and social organizations in all aspects of urban management.is a new trend of urban governance and an inevitable requirement of modern urban management.The 19th CPC National Congress emphasized the need to promote the concept of social governance through co-construction,co-governance and sharing,which provides direction and compliance for citizens to participate in urban governance and promote the modernization of urban governance capabilities.Like many cities in the country,in recent years,Jinan City has made practical exploration and achieved some achievements in guiding citizens to participate in urban governance.Jinan City Management Model was once promoted as an advanced model in the country.In general,however,there are still problems such as low willingness to participate in urban governance,insuffcient ability to participate,imperfect mechanisms for participation and insufficient means of participation,which highlight the value dilemma of citizen participation.Therefore,an orderly mechanism for citizen participation has been established.To enhance the effectiveness of participation,real guidance and service to the practice of urban governance has become an urgent problem to be considered and solved.Starting from the evolution from "urban management" to "urban governance",this paper expounds the background and significance of introducing citizen participation into urban governance,and analyzes the necessity and importance of citizen participation in urban governance.On the basis of this,the paper summarizes the main methods of citizens participation in urban governance in Jinan City,summarizes the results obtained,analyzes the existing problems in citizens' participation in urban governance,and combines the advanced methods of participation of some urban citizens.The next step is proposed to guide citizens to participate in urban governance in an orderly way and ideas.
