The programme of University Student Village Officer is a major strategic decision made by Party Central Committee in the 17 th CPC National Congress under specific historical conditions.It is be of great importance for assisting the management of the village Party branch and the village committee as well as peasants’ cooperatives,promoting the sustainable development of agriculture and rural areas,alleviating the difficult employment of university students and cultivating the reserve personnel for party and government cadres.After years of practice,the policy effect of this programme have been constantly emerged,which have provided a large number of talents for the strategy of rural vitalization.However,at the same time this programme has been increasingly driven by national policies.Therefore,problems such as rigid policies,weakened management and solidified ideas have gradually emerged,and the original intention of this policy has yet to be fully realized with so many problems to be solved.Choosing the implementation of the policy of "University Student Village Officer" in Tai’an City of Shandong Province as a case study,this paper will analyze the existing problems in the implementation of this policy from a perspective of public policy implementation by means of document analysis method,field research method and questionnaire survey,and then it will delve into the reasons that affect the implementation the policy of University Student Village Officer,and accordingly,give some suggestions for improvement.The first part of the paper reviews literature about the research achievements on the policy of University Student Village Officer on the basis of clarifying the research background of important of this topic,and points out both the innovation points and shortcomings of this paper.The second part gives the definition of "University Student Village Officer",and at the same time,makes a comparison between two similar concepts,that is village cadres and civil servants.Based on the Smith Policy-Implementation-Processing pattern and Maslow’s hierarchy of needs,it also analyzes the arguments in the paper.The third part introduce the framework of this policy and its development and changes,including such mechanisms as the target of the policy,selection,cultivation,management,assessment and motivation.Having experienced the stage of germination,integrated development and reform and innovation,Chinese policy of University Student Village Officer has been playing an important role in the socialism new rural reconstruction.The fourth part introduces the implementation of transferring the university student village officers in Taian City of Shandong Province.From some aspects such as system and mechanism and Relevant policy documents,it reproduces the implementation experiences and paths of this policy in Taian City.From the perspective of the university student village offers themselves,it also analyzes such problems as the weakened motivation of the preferential policy,unclear job responsibilities,the imbalance between the number of the examinee and enrollment numbers as well as the low self-actualization of village officers.The fifth part puts forward the countermeasures and suggestions for the existing problems,and finally makes a conclusion for the research.This paper is helpful for promoting the standardization and unification of the policy and building an effective policy of University Student Village Officers that conforms to the local features,so as to achieve the target tasks of University Student Village Officers policy. |
