Research On Lenin's Thoughts On Cadre Selection

Through studying Lenin's works,it can be found that Lenin attached great importance to the role of a high-quality cadre contingent in leading the revolutionary movement and national construction,and discussed issues such as "from where to select cadres " " what kind of cadres to select" and "how to select cadres ".Chinese President Xi Jinping pointed out in the report of the19 th CPC National Congress,that to build a high-quality and specialized contingent of cadres,we should adhere to the correct orientation of selecting and employing people,and implement good-cadres standard of the new period into practice,which indicates that the current cadre selection work in China needs to be further improved.Comprehensive research status at home and abroad found that in the process of studying Lenin and his thought,the scholars are involved in the selection of Lenin's cadres from different angles,but they are mostly macro interpretation,which needs to be systematically and pertinently studied.This paper insists on the classical literature interpretation,the combination of theory and practice,on the basis of discussing the ideological sources of Lenin's cadre selection,the thesis is discussing the evolution of Lenin's cadre selection,the main contents and the enlightenment to the current China.Among them,the main content of Lenin's idea in selecting and employing cadres is the key point of this paper.Lenin's thought of cadres election is not only the inheritance and development of Marx and Engels' thoughts on the quality requirements of cadre selection and the democratic of cadre selection,but also the reflection and summary of Lenin's own practice in guiding the international communist movement,the socialist revolution and the construction of Soviet Russia.Before the October Revolution,during the Wartime Communism period and during the period of New Economic Policy,according to the change of the national development task in different periods,Lenin's thinking on the selection and appointment of cadres is also different,and his thoughts went through the process of deepening development.The main contents of Lenin's ideology of selecting and appointing cadres are mainly embodied in the following four aspects: First,Lenin advocated adhering to the principle of selecting and appointing cadres in charge of the Party,improving the quality of cadres,fair selection of cadres at different levels and democratic centralization;Second,on the source of cadre selection,Lenin advocated fully mobilizing all active forces to serve the country building,not only give full play to the talents of professional revolutionaries,non-party workers and peasants,young people and women,but also transform and utilize the experts and officials of the old society;Third,when selecting cadres,Lenin advocated that the cadre's political quality should be regarded as the primary criterion,and the personal character,professional ability and practical execution ability of cadres should be discussed;Fourth,while adopting the methods of public election,organizational appointment,democratic recommendation,examination and investigation should be the necessary way toensure the quality and efficiency of the cadre selection.Under the guidance of Lenin's ideology of selecting cadres,a contingent of experienced professional revolutionaries was formed to ensure the correct direction of the Soviet revolutionary movement and establish a proletarian regime.Moreover,it has mobilized the enthusiasm of workers and peasants to participate in state administration,and the selection of proletarian cadres has consolidated the new Soviet regime.At the same time,Lenin's idea of cadre selection also provides guidance for the improvement of cadre selection system in the process of proletarian revolution or socialist state construction in the world.Combining with the actual work of selecting and appointing Chinese cadres,and following the idea of selecting and appointing cadres of Lenin,we should adhere to the Party's leadership over the cadre selection,broaden the field of vision,clarify the criteria for selecting cadres and improve the way for selecting cadres.
