Research On The Rural Party Member Points Management System Under The Background Of Strict Party Governance

In the rural areas at present,there are still many weak links in the management of rural party members,which are mainly reflected in such problems as the quality of the party members to be improved,the lagging mode of rural party organizations,as well as the weak and lax integration capacity.With the rapid development of the economy and society,the management of rural party members shows a series of new features,such as significantly enhanced democratic awareness,diversified governance objects,complex management forms and various interest subjects,bringing many problems and challenges for strengthening the management of rural party members.In order to fully mobilize rural party members to actively play a vanguard and exemplary role,strengthen the construction of grass-roots party organization,and consolidate the party's ruling status in rural areas,J Town of Rizhao City actively innovates and perfects the management and education of party members,and establishes the "Assessment and Management System for Rural Party Members Scores".That is,the rural party members are managed based on their scores,and requested by the "Chinese Communist Party Constitution" and the party organization according to the scores to quantify.The scores can reflect the party members' party spirit and performance.The implementation of the management system of rural party members has innovated the organizational form and operational mechanism of rural party organizations,and transformed the management of rural party members from qualitative analysis into the integration of qualitative and quantitative analysis,which is conducive to standardizing and refining the management of rural party members.In addition,the party members in rural party organizations are more willing to participate in party activities and more glad to play a vanguard and exemplary role,and the cohesiveness and fighting capacity of the village party branch have also been significantly enhanced,promoting the implementation of overall strict requirements in party discipline into each branch and each party member of the rural party organization.The paper made analyses from three main aspects.Firstly,the article introduced the party member's score management system,mainly on related concepts,the characteristics and dilemma of rural grassroots party construction,the implementation background of the party members score management system and the significance of this system.Secondly,through the empirical research,the paper analyzed in detail the implementation status and achievements of the rural party members score management in J Town,Rizhao City,and deeply explored the problems existing in the management of the party member scores in J Town.Finally,the author put forward solutions around standardizing the operation procedures,strengthening the scoremanagement of mobile party members,as well as the equal importance to material rewards and spiritual rewards.The gradual promotion of the management system of rural party members score is a useful exploration of the construction of rural grassroots party organizations in modern China,which embodies the overall strict requirements in party discipline and enriches the management methods of rural party members.The organizational form and operational mechanism of the grassroots party have been continuously innovated,which further strengthens the selfimprovement of the party and enhances the self-renewal capability of the party.This is conducive to maintaining the vitality of the party members and comprehensively improving the level of rural grassroots party construction.
