The issue of education has been highly concerned by the state.In recent years,primary and secondary school out of school counseling institutions are very popular,its rapid development has brought a series of social problems.The Ministry of education pays close attention to this and attaches great importance to it.From the notice issued by the general office of the State Council in February 2018 to the written documents,all levels of governments are required to standardize the management of local out of school counseling institutions,compact the responsibility measures,ensure the decisive victory of special governance work,effectively reduce the burden for primary and secondary school students,and protect the interests of parents of primary and secondary school students.According to the requirements of the policy documents,local governments start to supervise the industry chaos,standardize the training content of the off campus tutoring institutions,tutoring institutions' school running behaviors,eliminate the potential safety hazards,tutoring institutions' school running conditions,etc.Through supervision,the supervision effect of large cities is more significant,but the government supervision effect of small and medium-sized cities is not so obvious,especially the districts and counties under the medium-sized cities.The supervision measures of districts and counties need to be further improved to further manage the education environment,so as to achieve the goal of reducing the burden for primary and secondary school students.In order to get better supervision effect,we need to analyze and study the supervision direction,supervision scheme,problems encountered in supervision,supervision mechanism,reasons for the difficulty of supervision and so on.In terms of regulatory measures,we should not only carefully analyze the regulatory guidance documents issued by the Ministry of education,but also earnestly implement the guidance documents issued by prefecture level cities affiliated to districts and counties,so as to get the commonness and individuality between them.This paper focuses on the current situation and measures of grass-roots government supervision,under the support of non-profit organization management theory,new public service theory and quasi public product theory,combined with the development process and distribution of out of school counseling institutions,and focuses on analyzing the problems and causes of existing problems in government supervision.In view of the actual situation of the research,this paper mainly uses the methods of literature analysis and investigation interview.Through investigation,interview and data analysis,it is found that when the grass-roots government supervises the out of school counseling institutions,it does not make a reasonable supervision plan according to local conditions,nor does it have a clear supervision team to conduct real-time supervision,so the supervision is just a formality.The results show that students' awareness of self-improvement is enhanced,students' strong desire is inconsistent with the requirement of reducing students' burden.Parents' concept of expecting women and children is not the only reason for the rapid development of out of school counseling institutions.This paper closely combines the national policy documents and the situation of the local grass-roots government,so that the objective research results can provide some reference for the grass-roots government to formulate a reasonable regulatory program and carry out effective supervision.
